As an Operations Support Specialist, you will provide a variety of management services essential to the direction and operation of USCIS, assist management in administering policies andprocedures, provide advice, guidance, and instruction to managers, supervisors, and employees concerning all Human Resources programs that include complex and sensitive issues, and provide excellent customer service.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Provide support and guidance on Human Resource programs such as employee benefits, staffing, reasonable accommodations, performance management, position management, data management, leave, time and attendance or travel.
Applies a wide range of HR Principles, methods, and techniques sufficient to address issues or problems on employee programs.
Prepares and processes, through HR systems, personnel actions related to actions such as hiring, reassignments, promotions, and leave.
Conducts research on administrative or technical projects gathering, tracking, and analyzing relevant data.
Interprets, recommends and drafts policies, procedures and management processes for the office through independent reviews, coordination with internal and external components, preparation of special reports, and extensive research and analysis.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/28/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/28/2024.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Coordinating and monitoring a variety of Human Resources programs (e.g., employee benefits, staffing, or position management);
Analyzing administrative data from a variety of sources to develop trends and patterns to provide comprehensive reports;
Monitoring data to ensure personnel actions are processed and critical deadlines are met.
OR
You may substitute a doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, equivalent to at least the GS-11 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Implementing new practices to resolve issues in administrative procedures in areas such as employee benefits, staffing, position management, performance management, reasonable accommodations, or alternate leave.);
Evaluating administrative changes, functions, or practices and providing feedback and recommendations to management.
Performing liaison functions and serving as a point of contact with internal and external stakeholders.
