Duties
You will serve as a FINANCIAL MANAGEMENT ANALYST at NAVAL COMPUTER AND TELECOMMUNICATIONS STRATEGIC COMMUNICATIONS UNIT (NAVCOMTELSTRATCOMMU)
You will conduct all financial activities related to budget execution such as soliciting and submitting inputs for the annual budget formulation.
You will receive, screen, and recommend approval/disapproval or modification of financial documents.
You will provide technical assistance and budgetary management to the Officer-in-Charge (OIC).
You will assist the OIC with coordinating annual budget requests/requirements.
You will correlate data in developing the unit’s annual budget and review estimates to ensure amounts requested are within established guidelines and historical data.
You will serve as the Primary Cardholder for NAVCOMTELSTRATCOMMU Oklahoma City and two detachments for the Government Commercial Purchase Card Program.
You will develop and maintain internal controls to ensure timely certification of bankcard statements to include routine liaison with Resource Managers.
You will manage and assure Supply Program goals, objectives and operations are met to include training.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience presenting financial and procurement status orally or written reports utilizing MS Office or other financial systems.
-Experience providing recommendations for accounting and assisting with reconciling accounts.
-Experience analyzing and interpreting a wide range of laws, regulations, guidance, and policies in order to provide advisory services to leadership.
-Experience reviewing overall accuracy of total estimates across budgetary accounts.
This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0501-09.

Education
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successful completion of a master's or equivalent graduate degree;
or
Successful completion of two full years of progressively higher level graduate education leading to such a master's degree;
or
Possession of an LL.B. or J.D., if related to this position being filled.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
