Are you a motivated individual looking to develop their skills as a Medical Records Administration Specialist or Health Information Management Professional? The Health Information Management Division at the NIH Clinical Center is seeking to fill a position for an entry-level Health Information Management Professional. The duties are associated with electronic health record analysis, development of reports related to health record documentation, and/or authorized release of medical information.
Duties
Securing and managing confidential or sensitive information within area of control in accordance with established laws, regulations, and guidelines including the Privacy Act of 1974 including processing of release of medical information requests.
Consulting and collaborating with investigators and clinical care staff to ensure medical record documentation is accurate, promotes patient safety, and meets regulatory requirements.
Assisting with analyzing record documentation to assure the presence of all required component parts.
Utilizing information from record analysis process to provide feedback to clinicians regarding medical record documentation practices.
Analyzing trends in issues related to clinical research documentation to assist in the development of educational programs and materials to ensure medical records are consistently complete, accurate and promote patient safety.
Conducting queries with medical staff to ensure medical record documentation is consistent and adequate to ensure that the final diagnosis accurately reflects the care and treatment rendered.
Tracking and identifying rare disease data related to NIH intramural protocols.
Assisting in the development, maintenance, evaluation and adaptation of systems and procedures for the storage, retrieval and utilization of coded diagnostic and procedural data for use by hospital and institute administrative and patient care staff.
Assisting with periodic audits of coding of records.
Coding diagnostic and procedural encounters by selecting and assigning codes from the current version of several coding systems.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

- Stooping, stretching and carrying light to moderate weight items, such as records, computer tapes, manuals, boxes and books may be required.
Qualifications
You qualify for this position at the GS-07 level if you meet one of the following requirements:
A. 1 year of specialized experience equivalent to at least the GS-05- level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Assist with implementing established policies and regulations for the management of medical records documentation. 2. Assist senior medical records administrators with analyzing medical record documentation.; 3. Assist with coding diagnostic and procedural encounters.; 4. Assists with periodic audits of medical record documentation.
OR
B. One (1) full year of graduate level graduate education or Superior Academic Achievement;
OR
C. A combination of education and specialized experience that meets the qualification requirements for this position.
You qualify at the GS-09 level, if you meet one of the following qualification requirements:
A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Maintain, analyze, and implement established policies and regulations for the management of medical records documentation.; 2. Perform medical coding of diagnostic and procedural encounters.; 3. Analyze record documentation to assure the presence of all required component parts.; 4. Conduct periodic audits of medical record documentation.
OR
B. Completion of a Master's degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of an LL.B. or J.D. degree, if related;
OR
C. A combination of education and specialized experience that meets the qualification requirements for this position.
You qualify at the GS-11 level, if you meet one of the following qualification requirements:
A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Develop, analyze, and implement established policies, regulations, and processes for the management of medical records.; 2. Coding diagnostic and procedural encounters.; 3. Analyze and ensure all medical record documentation is consistent with medical care and treatment rendered; 4. Conduct periodic audits of medical record documentation and recommend corrective actions.; 5. Create various reports by collating data related to diagnostic and procedural coding assignments.
OR
B. Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related;
OR
C. A combination of education and specialized experience that meets the qualification requirements for this position.
