The primary purpose of this position is to serve as a Lead Firefighter responsible for a major piece of firefighting equipment and its regularly assigned crew of three or more firefighters engaged in airfield and structural firefighting and rescue operations and the reduction and/or elimination of potential fire hazards.

Duties

Leads a crew of three or more firefighters, including at least one firefighter (GS-07 or military equivalent) assigned to man a major piece of motorized firefighting equipment such as a pumper, aerial ladder truck, or Airport Rescue Fire Fighting (ARFF) vehicle in firefighting and rescue operations. Directs firefighting crew in the operation of firefighting vehicles and equipment. Directs assigned crew in the performance of crash/rescue and firefighting duties at airfields handling complex (e.g., bombers, cargo, and passenger) aircraft; the performance of structural firefighting duties for a variety of facilities which may include research and/or large industrial complexes; and the performance of hazardous material (HAZMAT) containment and control and/or Basic Life Support duties. Leads assigned crew and performs emergency rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility. Assigns crew members to perform maintenance of firefighting equipment and fire station facilities. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. This position will support the Federal Government's response to efforts to COVID-19.

• This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP,

• Must be able to pass pre-appointment physical and subsequent annual medical examinations IAW NFPA 1582:
• Standard on Comprehensive Occupational Medical Program for Fire Departments to determine fitness for continued performance of the duties of the position.
• Employee must participate in a mandatory physical fitness program.
• This position operates specialized firefighting vehicles weighing up to 47,000 pounds gross vehicle weight (G.V.W.).
• Incumbent must possess a valid state license to operate vehicles driven; firefighting vehicles are exempt from Federal requirements for a Commercial Driver's License (CDL). Position requires the ability to discern colors, contrast, and depth.
• Heavy physical effort is required in the frequent handling of objects such as cylinders and extinguishers weighing 45 lbs. or more; may be required to lift/carry personnel such as an adult male in emergency situations.
• Duties require full use of both arms, both legs and fingers to bend, turn, pull, crawl, kneel, and climb for such tasks as use of aerial ladders, firefighting equipment controls, arranging/connecting hoses,
• rappelling, operation of fire truck and all types of rescue operations, etc.
• This position works 144-hour bi-weekly tour of duty and subject to rotating assignments between all fire stations to meet staffing requirements in support of the mission. Subject to recall and is inclement weather position.
• Responsible for additional duty program oversight IAW regulatory guidance as determined by the Fire Chief.
• The incumbent will be required to wear uniform, use personnel protective equipment and self-contained breathing apparatus.
• This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
• May be required to work the Fire Alarm and Communications Center (FACC).

Qualifications

Continued from Conditions of Employment: The incumbent of this position may be assigned to the Technical Rescue Team and required to complete additional DoD Firefighter Certifications as directed by the Fire Chief. Once designated as part of the Technical Rescue Team the employer will be responsible for the training, but the employee must successfully complete all certification requirements as condition of employment. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available. No alternatives available to support and be removed from any military recall status. The incumbent must have and maintain a secret security clearance as condition of employment. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Fire Protections and Prevention Series 0081. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge to drive and operate firefighting vehicles of significant complexity; of the principles of hydraulics as they pertain to water flow, water pressure, water levels, line (friction) losses, etc.; and specialized firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures. Knowledge of emergency first aid techniques; safety requirements as outlined in applicable safety standards, regulations, and/or technical orders; and HAZMAT emergency response procedures, equipment, and identification. Knowledge of basic building design, construction, and occupancy; and of the latest changes in aircraft cockpit design, ordnance placement, and cabin layouts to include the operation of hatch or canopy release mechanisms, ejection seat mechanism, and/or oxygen supply systems. Skill in detecting and recognizing fire hazards (potential and immediate), and operating communications equipment. Ability to maintain good working relations; communicate orally and in writing; and lift and carry heavy loads. Ability to provide leadership and integrate the actions of a crew under emergency conditions. MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. For initial appointments, applicants cannot have reached their 37th birthday by date of appointment. Individuals who are past the maximum entry age limit (37 years) and have prior Federal civilian firefighter experience covered by title 5 U.S.C. section 8336(c), need to upload their first Appointment SF50's into a GS-0081 position to verify if age waiver is still required or if that time can be subtracted from your current age and qualify for reentry without the age waiver. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are: Fire Officer I, Fire Instructor I, Fire Inspector I, HAZMAT Awareness, HAZMAT Operations, HAZMAT Technician, Airport Firefighter (includes Firefighter I, II), Apparatus Driver Operator- Aircraft Rescue and Firefighting, and Apparatus Driver Operator- Pumper. FF Certs Obtained After EOD: Employee required to obtain/maintain Apparatus Driver Operator- Aerial and Apparatus Driver Operator- Mobile Water Supply (MWS) IAW DoD Firefighter Certification System within one year. Employee is required to obtain/maintain a National Registry Emergency Medical Technician (NREMT) and/or state certification within one year. Employee must sustain NWCG Wildland Red Card requirements to include annual work capacity test as a condition of employment. If the incumbent does not currently hold the WLF Red Card, they must complete all academic and work capacity test requirements within six months.
