The primary purpose of this position is to provide complete and timely worldwide logistical and supply chain management support for major modules, components and associated equipment of the engines of aircraft propulsion systems. Manage equipment centers around major engine modular sections and scheduling replacement through parts forecasting and ensuring quality control.
Duties
Performs analysis associated with technical and requirements aspects of managing major engine modular components.
Serve as technical and requirements advisor providing resolutions to complex system problems such as usage data or decreased life limits.
Provides systems/equipment advice and recommendations to leaders and maintenance technicians regarding tests, equipment modifications, and corrections to design deficiencies.
Determines current and future replacement spare requirements.
Provides support and assistance during provisioning/procurement of assigned equipment.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.

EDUCATION: Successfully completed Undergraduate Education -- any field of study in an accredited college or university.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Successfully completed some graduate level education and I have some specialized experience described above. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes providing support in a timely manner for major modules, components and associated equipment for aircraft propulsion engines and systems; Assists with technical support during procurement, maintenance, and disposal phases; Conduct complex analysis of technical data, test results, deficiency reports, and examination of related equipment; Evaluating reports to develop new theories, concepts, and process modifications for complex equipment and resolve problems in usage data or decreased life limits. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Successfully completed a Ph. D. or equivalent Doctoral Degree or completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post-graduate education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems and skill in applying this knowledge to difficult and complex assignment.
2. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data associated with aircraft propulsion equipment, engines and their associated equipment.
3. Skill in identifying and analyzing complex technical and requirements problems and developing innovative solutions.
4. Skill in providing technical and requirements advice in terms of oral and written briefings, reports, and recommendations to leadership and maintenance technicians.
5. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
6. Ability to plan, organize, and reprioritize work to meet changing deadlines.
7. Knowledge of standard safety and health practices and established policies and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
