This position serves as an Executive Assistant to the Deputy Director within the Veterans Health Administration (VHA), Office of Emergency Management (OEM), and within the Office of the Assistant Under Secretary for Health for Operations, located in Martinsburg, West Virginia.
Duties
The primary purpose of this position is to facilitate efficient administrative and operational functions, manage communications with external and internal stakeholders, and assist the Deputy Director in executing strategic initiatives.As the Executive Assistant, the incumbent has the responsibility for correspondence control and management of administrative procedures. In addition to normal administrative functions, incumbent manages the executive's schedule and workload, prepares documents, presentations and talking points in advance, acts as gatekeeper, follows up on meetings, external contacts, stakeholders etc., and ensures the smooth facilitation and operations of the office.
OEM is responsible for facilitating VHA's emergency management response and recovery efforts, ensuring uninterrupted services to all Veterans. OEM serves America's Veterans by ensuring mitigation, preparedness, response, and recovery activities focusing on the continuity of Veterans' services in the event of emergencies and disasters. This individual will be responsible for:
Executive Support and Program Analysis
Serves as an essential aide and advisor to the Deputy Director for OEM, assisting in a range of administrative and analytical functions.
Assist and advise the Deputy Director in the formulation and refinement of policies, plans, guidelines, and proposals, ensuring they align with OEM's mission and objectives.
Review and assess administrative and operational matters, providing feedback and recommendations based on analysis. Manages a spectrum of administrative management functions, and streaming processes and ensures the Deputy Director is informed and prepared for executive decisions.
Participate fully in all phases of organizational and management matters, including organizational redesign and impacts associated with legislative and regulatory changes, technological changes and management requirements.
Plan, organize and carry through to completion program plans, program/policy analyses, data collection, legislative interpretation, and analytical studies involving Federal and VA programs and policies.
Coordinate and prepare briefing materials, write papers and other correspondence for the Deputy Director to aid in discussions with top-level offices, internal/external to VHA and the Department.
Special Projects:
Perform unique assignments under the purview of the Deputy Director, if appropriate, specified courses of action will be conveyed to staff or other concerned parties for further development or implementation, and gather critical information that may not be readily available.
Collect, analyze and integrate data and information as directed. Identifies, monitors and researches educational platforms as directed, reporting as requested.
Manage the design and execution of complex analyses for operational insights, and utilize knowledge of the data to analyze clients in a holistic manner to support decision-making and product/service development.
Work Schedule: Monday - Friday 07:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert-level knowledge of the principles, concepts and methodology of program administration. Must be able to plan for long-range program needs and develop program goals and objectives to meet those needs. Require a high degree of administrative ability and knowledge of the Department's basic policies, missions, and operating programs. Must have a fundamental knowledge of emergency management and Departmental goals and objectives. Policy analysis ability is required to assess the impact of organizational structures, procedures and policies. Ability to analyze and develop new approaches to other complex problems and to plan, manage and coordinate complex work assignments. Extensive knowledge of analytical and evaluative methods to assist in the review and presentation of major studies dealing with Veteran issues, ensuring that the Deputy Director is equipped with accurate and comprehensive data when making decisions. Knowledge of administrative and management processes, including budget, in order to manage administrative processes for the office. Proficient understanding of both quantitative and qualitative methods, enabling the incumbent to interpret and convey findings related to program assessments, thereby supporting the office's goals in delivering effective emergency management services. Skills in consulting in order to be able to facilitate work processes, identify problem areas, provide in-depth analysis, and resolve issues of a complex or difficult nature. Ability to communicate orally and in writing in order to provide advice, design recommendations, and broker resolutions.

Physical Requirements: The work is sedentary during non-emergency situations. However, during field exercises and operational support missions, it may require strenuous physical activity, including carrying equipment (up to 40lbs), walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, bending, and stooping. Deployments may include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, "hot-bunking", gymnasiums or similar), limited shower and laundry facilities and limited feeding options (such as shelf-stable meals, meals-ready-to-eat (MREs), and field kitchens). The employee may also be required to work long hours under highly stressful and demanding conditions, which are the norm during major emergency operations.
