About the Position: Serves as a senior HR Specialist performing operational assignments in a Civilian Human Resources Service Center (CHRSC).
Duties
Advise managers about appropriate disciplinary or other corrective techniques responsive to a range of conduct and performance problems.
Resolve disputed and interprets facts, events, and/or identifying aggravating or mitigating factors relevant to the case.
Conduct extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance.
Conduct studies and respond to union interests at the bargaining table which typically have a significant impact on production.
Represent management in unfair labor practice and representation hearings before the Federal Labor Relations Authority.
Communicate agency-wide labor relations policies and procedures to management and staff of the local organization or organizational segments serviced.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience Requirement: At least one year of specialized experience which includes: 1) application of a wide range of Human Resource laws, regulations, and guidance specializing in labor management and employee relations; 2) responding to a variety of requests for information from customers; 3) collaborating with managers to discuss employee conduct and performance in order to formulate a path forward to include preparing formal actions; and 4) providing guidance to managers on labor relations (e.g. Unfair Labor Practices and grievances, reorganizations, reduction in force). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
