This Fraud Detection and National Security (FDNS) position is located in the FDNS Refugee, Asylum, and International Operations (RAIO) Directorate's Vetting Branch. It requires significant worktime in a Sensitive Compartmented Information Facility (SCIF). As a Management & Program Analyst, you will implement, coordinate, and analyze a variety of management programs, prepare and provide briefings and presentations, and develop and evaluate policies.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Implementing, coordinating, and overseeing a major segment of a department-wide mission or administrative program. Plans, conducts, or participates in special studies or task forces, provides assistance to other USCIS components. Responsible for developing, implementing, and monitoring sophisticated management information systems that focus on long and short range plans. Conducts complex analytical evaluations, creation and management of new and existing databases. Develops and evaluates policies in assigned program areas, takes or recommends actions to achieve organizational objectives and recommends future program objectives and improvements. Develops and maintains operational and comprehensive reports, addressing elements such as work measurement, fraud trend analysis, efficiency, effectiveness, productivity, and data quality reviews. Serves as the local technical expert on analytical and nationwide systems related to case management and processing.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/24/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/24/2024. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Managing projects, tasks, and action items, keeping managers informed of critical developments. Establishing criteria to measure or predict the effectiveness of a program or organizational goals. Applying and adapting analytical and evaluative methods and techniques to issues or studies concerning the efficiency of program operations. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Developing, evaluating, analyzing and interpreting policies to resolve complex problems and its impact. Resolving complex policy questions, and provides a basis for major decisions that affect activities and operations. Advising management on recommended solutions to various problems. The Fraud Detection and National Security Directorate (FDNS) was established within USCIS to strengthen national security and the integrity of the country's legal immigration system by closely aligning the adjudication of immigration benefits and services with the identification of potential threats to national security and/or public safety, the detection and deterrence of fraud, and the use of law enforcement and intelligence information to ensure optimal security for U.S. communities. FDNS systematically identifies updates, and records indicators of fraudulent activities; manages fraud cases; identifies vulnerabilities and other weaknesses that compromise the integrity of the legal immigration system; and coordinates and provides logistical support in law enforcement and national security matters. FDNS is the primary conduit for information sharing and collaboration with law enforcement and intelligence agencies.
