About the Position: Serves as a Program Officer for various ACAT I, II and/or III programs within the Project/Product Managers (PM) Office and is delegated the authority and responsibility to ensure the integration of the various functional areas within the PMO.
This position is subject to a salary control point equivalent to the GS-14, step 10 base salary. Therefore, the salary for the position will be set within a range from $127,073 to $165,197 including locality.
Duties
Participates in all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million-dollar annual budget.
Interface with external stakeholders on all matters effecting program execution.
Review programming documents received from higher headquarters to determine effect on assigned programs.
Identifies and balances risks, selects alternatives, and plans how to best accomplish the goals and objectives of the project within recognized guidelines.
Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project.
Assists in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Must be able to obtain and maintain a Secret clearance.
- The duties of this position require submission of, on an annual basis, SF 450, Confidential Financial Disclosure Report.
- This position requires temporary duty (TDY) travel up to 50% of the time.
- This is a Critical Acquisition Position. 4 years of acquisition experience are required.
- This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This is a Critical Acquisition Position. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.

Specialized Experience: One year of experience which includes: 1) Utilizing knowledge of an agency's acquisition process in order to provide oversight for complex acquisition programs; 2) Serving as a liaison to external organizational stakeholders with responsibility for providing guidance on decisions that impact acquisition projects; and 3) Preparing briefings and reports to senior leaders in order to identify issues and/or progress in issue resolution.
This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
