Located at the VA Ann Arbor Healthcare System in Social Work & Community Based Service (SW&CBS). Performs under the SW&CBS service line and interfaces with all programs and staff within the department. Program Specialist assists in the administrative operation of the SW&CBS department. Point of contact for the VISN 10 Contracting Office, VISN 10 Payment Operations, Community Nursing Home Billing Offices, Office of Community Care, Beneficiary Travel, and staff within the department.
Duties
Accepts and supports the guiding principles of the VA Ann Arbor Healthcare System and Social Work and Community Based Services (SW&CBS) programming. SW&CBS provides Community Nursing Home (CNH) services for all Veterans receiving inpatient care services at VAAAHS as well as those Veterans hospitalized at an outside hospitalization and receive their Primary Care at VAAAHS.
PRINCIPAL DUTIES AN RESPONSIBILITIES
VISN 10 Contracting Office Interface 40%
Act as the Contracting Office Representative (COR) on all Community Nursing Home contracts. Partner with the assigned Contracting Officer (s), assuring all required contract documents are completed timely and accurately, meeting the VISN 10 Contracting Office standards. Will partner with the Community Nursing Home Administrators to act as a liaison between VA Ann Arbor Healthcare System and the VISN 10 Contracting Office.
Complete all necessary reports within CPARS as required by the Contracting Office. Will maintain and track base year contracts, option year contracts, and contract extensions. Create all needed documents to create or extend contracts.
Act as a liaison with Community Nursing Home Administrators and the VISN 10 Contracting Office to complete base year contracts, Option year contracts, contract novation, and contract extensions.
Has knowledge of computer technology, database management applications, and billing software. Must be able to manage and navigate VA data sources such as VSSC, DSS, VISTA CNH FEE, and CPRS.
Financial 40%
Will partner with Fiscal Service to initiate, monitor, increase, and decrease the completion of 1358 submissions. Responsible for miscellaneous Financial Obligations for the Community Nursing Home and ensures that all assigned fund control point activities and transactions are posted on a regular basis. Ensures the VISTA CNH schedule is compiled at the beginning of each Fiscal Year for use in processing CNH claims.
Ensure each 1358 is recorded accurately and that daily balances are reconciled and submits adjustments to supervisor in a timely manner as appropriate. Verify the accuracy of all vendor demographics and coordinates with the Payment Operation Management team to maintain the vendors current information in the Vista Fee Vendor files.
Coordinate payment of per diem charges, services, and medications for admissions to Community Nursing Homes and verifies fees in accordance with the contracted/RUG rates to determine whether the total charges are within allowable limitations.
Determines where to obtain needed data or how to develop data, analyses and present summaries including graphs and charts. Assists in the development of special programs or initiatives.
Documentation and Tracking 20%
Tracks incoming faxes to the CNH Program including, but not limited to: PT/OT requests, SLP Requests, Fall Reports, Absent Sick from Hospital notification, monthly invoices, High-Cost Medication Requests, Payment Office corrections, and Benefit Travel requests. Monitor timeliness of completion and ensures reassignment or supervisor alert if consult/fax is in need of attention.
Administratively track/monitors annual consult requests and completion for each Veteran within the CNH Program. Maintains monthly monitoring schedule for the CNH Program staff. Obtain, track, and upload documents to the National SharePoint, Completes, uploads, and tracts the Medicare Compare Star Rating 180 Day Report. Track, upload, and monitor CNH Annual Reviews, CNH Waiver/CNH Waiver Resolution, and the CNH facility list.
Generates and disburses all CNH authorization letters (initial, annual, therapy services, Benefit Travel requests). Maintains listing of CNH Facility staff and phone numbers. Track Beneficiary Travel annual consults, maintain facility contract file, maintain COR Certification, and request all needed demographic and billing information for CNH facilities outside of VA Ann Arbor Healthcare System when required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: broad knowledge of a body of purchasing regulations, methods, procedures and business practices to make purchases involving specialized requirements and /or commercial requirements; extensive knowledge of the principles, practices and procedures of the science of Prosthetics and practices or Prosthetic; knowledge of agency policies, regulations, applicable Federal Statues and contracting procedures governing a Prosthetic Program to administer the various functional areas of prosthetic activity.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelors degree may be used to qualify for the GS-7 grade level.
GS-9 Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
