This position provides administrative oversight of the childcare operations including but not limited to planning, activation, coordination, and implementation of childcare assistance programs. This position supports the overall mission of the Veterans Child Care Assistance Program (VCAP) and provides support for quality, customer-focused, and timely childcare service in a safe manner.

Duties

MAJOR DUTIES AND RESPONSIBILITES: Administrative and Quality Compliance- The incumbent is responsible for full oversight of childcare operations, including coordinating activities such as program planning, activation, developing, and implementing the childcare assistance program at the local facility level. The incumbent performs supply management, equipment tracking, facilities management, budget, safety program administration, community relations, marketing, personnel administration, business planning, and clerical support. This includes realignment of administrative staff when necessary to ensure adequate coverage in areas of childcare services. The incumbent assists the local leadership with managing and developing all action items such as data calls, VISN and VACO requests, and congressional correspondence. The incumbent represents the facility in both formal and informal management meetings involving planning, budget, and program matters concerned with the establishment of policies and decisions that will ultimately lead to the accomplishment of mandated program goals and objectives. The incumbent represents the local leadership at meetings, discussions, or negotiations related to VCAP. Under direction from the VCAP Director and local leadership, the incumbent is responsible for ensuring that the childcare service is following all legal, regulatory, policy, Joint Commission, fire & safety, and any other regulatory body requirements and standards. The incumbent develops, coordinates, and oversees quality assurance activities of staff and ensures the implementation of action plans developed from root cause analysis and regulatory agency surveys. The incumbent ensures credentialing and licensing of respective childcare personnel are current and accurate. Contracting- The incumbent serves as the custodian of the local contract and is the primary point of contact for reviewing and certifying invoices. The incumbent assists the VCAP Health System Specialist-Operations Manager COR II with data and analysis for leasing and contracting. The incumbent works with the VISN Capital Asset Manager and the Leasing Contracting Office to develop packages for new leases or changes to existing leases as they relate to the implementation of VCAP childcare services. Incumbent assists the VISN Leasing Contracting Office and the Medical Center's Fiscal Service to ensure funding documents are executed appropriately and timely for continued operations. The incumbent serves as an assistant technical advisor to the Contracting Officer in developing contracts and can serve as the contracting officer's representative, level 1 (COR I) for the local facility. The incumbent follows established procedures related to leasing tracking, facility monitoring, and assessing Veteran childcare facilities and equipment ensuring conformance with minimum nutritional, health, and safety standards as well as Federal, state, and local statutory and regulatory requirements. Health Data Collection and Analysis- The incumbent serves as a primary source of service expertise in collecting, organizing, manipulating, and analyzing data associated with programs created by the VCAP performance measures. Must utilize various sources of data and present them in an acceptable format facilitating understanding and subsequent usage. The incumbent is responsible for accurately verifying all data collected and serves as the subject matter expert. Works in a leading position with local leaders. The incumbent must possess an extensive computer knowledge base, including researching, gathering, compiling, and analyzing data from various VHA, VISN, and other data sources. The incumbent must possess advanced business office suite and office automation skills, including establishing, working with, and maintaining databases and data extraction systems. The incumbent must research and gather data from numerous data sources supplying objective statistical support for reports and documentation regarding program evaluation, performance improvement, and outcomes verification. In addition, this position requires the individual to access to childcare center to perform necessary operational activities. Performs other duties as assigned. Work Schedule: 8:00 am to 4:30 pm, Monday through Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. Note: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge and understanding of management principles, practices, methods, and techniques, and skill in integrating administrative and management services with the general management of the organization to improve the efficiency and effectiveness of the operation and to evaluate methods and meet standards that achieve the overall objectives. Assignments require knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). This includes knowledge of pertinent laws and regulations, policies and precedents which affect the use of the program, and related support resources (people, money, or equipment) in the program areas. Skill in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines, and procedures, and automating work processes for the conduct of administrative support functions or program operations. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. Knowledge of fiscal policies, regulations, and procedures is necessary to provide oversight and recommendations regarding the budget. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary in nature, however, does require movement throughout the childcare areas, meetings, and travel to meetings.
