The Supervisory Program Specialist provides administrative oversight over section operations of one of the two functional sections of either Primary Care/Metal Health or Specialties and works under the direct supervision of the Director of Outpatient Scheduling/ Administrative Officer (AO) of Clinical Access Management Service (CAMS).
Duties
MAJOR DUTIES AND RESPONSIBILITES:
Administrative Duties-
Functioning as the primary liaison to other services in regards to support if CAMS, serving as the conduit for information flow and management of requirements between such offices.
Monitoring and managing incoming actions and requests (congressionals, requests from the director or the VISN for policy, procedural issues, etc.) from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office.
Receiving and monitoring completed actions or responses; analyzing responses for completeness and accuracy against known policies and procedures; and ensuring action or inquiry is closed out with the inquirer or office.
Developing position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of Veteran Healthcare issues within VA Medical Center as it pertains to CAMS.
Working in coordination with other internal reviewing services regarding complex audits and internal/external reviews. The incumbent tracks both routine and uncommon deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions.
Communicating with responsible staff agency members to ensure completion of all requested actions and appropriately closes out all requests. Working closely with respective Service Line management and others in implementing and evaluating policies, plans, and internal operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.
Supervisory Duties-
Developing subordinate performance standards, writing position descriptions, evaluating work performance, counseling for those whose performance is marginal or unsatisfactory, and initiating and recommending disciplinary actions when necessary.
Hearing and resolving complaints from subordinate employees.
Planning work to be accomplished, setting short and long-term goals, assigning work based on priorities, instructing subordinates on work and administrative matters, approving leave,
Initiating recruitment actions, interviews, and selection of new employees for subordinate positions.
Obtaining resources for continuing education for subordinates and determines their training needs.
Supervisor/ Approver activities in regard to timekeeping as well as shifting personnel as needed to ensure proper clinic coverage in accordance with VA policy and the Master Agreement.
Project Support, Planning, Oversight, and Integration-
The SPS reports organizationally to the Director of Outpatient Scheduling/ Administrative Officer and provides staff assistance in any area under their direction. Provides full and complete support to CAMS leadership in the planning, coordination, analysis and execution of policies and programs and serves as an advisor on matters related to the internal and external operations of their section within CAMS and its respective supported Service Lines.
The SPS has overall project responsibility for assessing the administrative needs of their CAMS section, meet organizational objectives and customer needs, enhancing teamwork, and improving CAMS and VA Medical Center's overall performance.
Contacting and engaging frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by CAMS leadership or program offices, or departmental offices. This interaction is essential in order to identify substantive issues, establish relative priorities, and determine those issues requiring tracking. Functioning in myriad roles by contacting and engaging with various administrative program officials of other facility departments.
Work Schedule: 7:30 am to 4:00 pm, Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
NOTE: You must submit a copy of your most recent personnel action/SF-50. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of CAMS administration, continuous quality improvement; data analysis; healthcare principles, theories and practices; budgeting, planning, administration, and labor/union relationships, or other key administrative support functions; sufficient to analyze and evaluate broad and difficult problems, apply extensive qualitative and/or quantitative methods for program improvement, make recommendations for complicated solutions; and the related ability to apply health care management principles to complex problem-solving situations. Ability to apply knowledge and skills in clinic administration principles, theories, and practices to inquiries and studies where the boundaries are broad and difficult. In this capacity, applies knowledge of advanced management principles with demonstrated applications to healthcare operations. Ability to independently investigate complex issues, analyze problems, and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system.
