This position is located at the Department of Veterans Affairs/Veterans Health Administration/VA Ann Arbor Healthcare System and is organizationally aligned under the Health Administration Service (HAS) line. The Supervisory Medical Administration Specialist (SMAS) serves as the facility Enrollment Coordinator. The workload is highly detail driven and fast paced, and the incumbent must be flexible and adaptive to remain responsive to multiple demands made by internal and external sources.
Duties
Major duties for this is position includes, but is not limited too:
Responsible for coordinating the implementation of all enrollment software changes to Veterans Health Information Systems Technology Architecture (VISTA) with the local/National Information Resource Management Staff and the HAS Program Application Specialist.
Develops program materials, such as Standard Operating Procedures (SOPs), Station Policies and relays content to clerical staff assigned throughout the VAAAHS. The incumbent provides oversight on VA eligibility, sharing agreements and contract service utilized throughout the VAAAHS and consistently demonstrates sound knowledge of appropriate federal related laws, VA policies, guidelines, and other regulations.
Coordinates inpatient/outpatient activities and administers a variety of Veteran/patient entitlement and benefits programs.
Provides training and education to Medical Center personnel in all matters under the purview of their position, i.e., eligibility and entitlement, etc.
Assists in orientating and advising physicians, residents and interns on VA regulations, policies, and procedures as well as determination of legal next-of-kin.
Serves as the primary contact for eligibility administrative, clinical and clerical issues for the VAAAHS and is responsible for performing a variety of significant administrative, analytical and technical functions, tasks and special projects with respect to eligibility priorities.
Serves as the Enrollment Coordinator and monitors patient enrollment including the accurate and timely capture of all means tests data, insurance data capture, demographic information, (veteran and non- veteran) recruitment, night administration, veteran identification card system, sharing agreement data capture, after hours benefits counseling, and clinic (workload capture as assigned).

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Resolving staff complaints concerning working conditions and related matters, and provides referral services to employees who develop personal problems that interfere with effective performance or undermine work group cohesiveness.
Training and development with subordinate employees to assure they acquire and maintain both technical competencies in their fields and cross training in related fields.
Reviewing data and information for trends, problem areas, and makes recommendations to management to resolve issues.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED).

Combination: Combinations of successfully completed graduate level education (in excess of the first two graduate years or 36 semester hours)and experience may be used to meet total qualification requirements for this grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: Primary functions are performed in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
