The primary purpose of this position is to support VA Ann Arbor Healthcare System in developing and executing programs and strategy, conducting data analysis, leading communications activities, and using research focused on improving the employee experience. An additional primary purpose is to identify and champion opportunities for workforce development.
Duties
MAJOR DUTIES
Program Development:
The incumbent leads a continual effort as policy subject matter expert to develop new programs, and utilize existing ones, to change culture and improve the experience of all employees. New programs will be identified both through independent research and by senior leaders. The incumbent will also assist in leading efforts to create, improve, and manage the strategic plan, supporting EX efforts within VAAAHS to properly provide program development and management, and strategic visioning to create and maintain a culture of employee well-being. The incumbent must be able to tailor messaging to senior leaders, peers, and colleagues in the field. The incumbent must have experience in representing Office and Department views to federal and non-federal partners alike and possess high-level facilitation skills. Additionally, the incumbent will assist senior and executive leadership by doing the following:
Research and evaluate existing programs having an impact on the Employee Experience, and make recommendations based on research, analysis, and experience to improve said programs.
Serve, support, and advocate as a trusted advisor and leader on the Employee Experience, employee engagement, and workforce development to executive leadership.
Analyze a wide variety of issues as identified by supervisor(s), senior leaders and other customers who request or require Employee Experience assistance.
Budget Preparation/Monitoring:
Incumbent complies with all VHA Directives and special requirements in preparing annual and cyclic budget documents. Incumbent provides comprehensive resource and budget data and information to support decisions involving allocation of organization funds in the direct support of the Employee Experience. Duties include:
Compile data from various databases to support financial decisions.
Track, trace and monitor compiled data to ensure efficient operation and use of resources.
Perform budgetary duties under Integrated Fund Control Activity, Accounting and Procurement (IFCAP) Package that is necessary to create request, reconcile control point balances and generate reports that assist in managing control point funds.
Data Analysis & Research:
The Incumbent, as an expert in understanding the Employee Experience, organizational development, and organizational leadership, is available to consult and collaborate with colleagues to conduct surveys, research, and program assessments. The incumbent must also possess independent researching skills in matters of Employee Experience data, Whole Health data, burnout mitigation, and I-DEA Office data. The incumbent must use data analysis skills to make informed recommendations to senior and executive leadership, as well as colleagues and peers. The incumbent must possess independent and peer recognized research and evaluation capabilities. Additionally, the incumbent will:
Conduct continuing and periodic studies involving compilation and analysis of industry and government data for purpose of evaluating the Employee Experience, and their connections to Employee Whole Health & Well-Being, and I-DEA.
Identify, analyze, and interpret local and national trends and patterns to understand employee expectations through All Employee Surveys (AES) and ESignals data.
Utilizing LEAN Six Sigma, and/or other performance/process improvement methodologies, integrate data analytics and measures to improve upon, meet, and sustain healthcare system and Department goals and objectives.
Special Projects:
Plans and accomplishes special projects; will research, manage, and report on special projects for department or programs of special concern. Undertakes, conceives, and implements special projects, with ongoing analyses, investigations and initiatives that have high priority for high-level management. This may involve producing complex analyses and written reports; organizing special workgroups or other gatherings; initiating program reviews; developing or fostering cross-service activities. Aids in creating databases for other services; this will include development of technical guide and SOP to educate and enable service to maintain.
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm
Telework: 1 to 2 days per week-VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
Note: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skilled in oral and written communications to enable presentation of sensitive and sometimes controversial material and recommendations to higher authority and other government agencies. Knowledge and understanding of mission, functions, resource requirements, program plans, and objectives to develop, review, analyze, adjust, and program requirements. Knowledge and understanding of the concepts, principles, practices, and techniques of program analysis to analyze and evaluate previous, current, and projected operating programs for potential effectiveness in meeting their objectives. Knowledge and skill in applying analytical and evaluative methods accompanied by an understanding on how regulatory programs are administered to select and apply appropriate program evaluation and measurement techniques to ensure compliance with pertinent rules and regulations.
