You will serve as the Branch Head for the Threat Systems Branch within the Electronic Warfare Systems Division of China Lake Ranges of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will oversee assigned threat system life cycle sustainment efforts and develop modernization proposals as required in order to ensure range capabilities keep pace with customer requirements.
You will establish priorities and tasking of branch personnel and for that of subordinate supervisors. Ensuring STRL objectives are in alignment with organizational goals.
You will monitor contractor performance and provide subsequent evaluations along with recommendations for improvement.
You will formulate budgetary requirements of associated Major Range Test Facility Base (MRTFB) assets, effectively execute allocations and recover cost within prescribed timelines.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9/12) or pay band (NM-03) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Providing technical direction for the planning, designing, directing, coordinating, conducting, and operational support of various Threat radars, simulators/emulators, and passive systems; 2) Assigning work based on priorities, difficulty and requirements of assignments, and the capabilities of employees; 3) Identifying developmental and training needs of employees; 4) Leading projects, prioritizing and multitasking as needed to ensure quality products and high performing employees; 5) Communicating effectively, both orally and in writing, with management, information systems professionals and non-technical users.
