This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Duties
This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for leading a team of employees that coordinate, synchronize, and implement the cyberspace program and provide agency cyberspace planning in support of all Research and Development (R&D) activities within the acquisition lifecycle to develop, build, and field information systems.
As a Supervisory IT Specialist (INFOSEC) at the NH-2210-4 broadband level some of your typical work assignments may include:
Expert knowledge of the policies, concepts, theories, technical applications, IT operations and requirements of the separate and integrated functions of information technology to serve as resident technical authority and directorate liaison to plan and integrate cybersecurity and security related projects and concepts that require introduction of innovative (and at times, relatively untested) technology in a complex organizational context.
Expert knowledge of security policy and techniques, including applicable laws, statutes, Presidential Directives, executive branch guidelines, and/or administrative/criminal legal guidelines and procedures relevant to cybersecurity.
Expert knowledge of management principles in order to work with and across executive staffs, joint staffs, commands, agencies and the services.
Expert knowledge of Cybersecurity, Risk Management Framework (RMF) and assessments, cyber threats, cyber defense, and vulnerability assessment tools, including open source tools, and their capabilities, along with skill in identifying current and emerging cyber technologies that have potential for exploitation by adversaries.
Expert knowledge of Risk Management Framework (RMF), and system and application security threats and vulnerabilities, and skill in conducting vulnerability scans, structured analysis principles/methods, and recognizing cyber threats, vulnerabilities, and exploits in security systems.
Expert knowledge of leadership principles and a corresponding ability to apply those principles in order to maximize subordinate performance and retain and recruit a quality workforce.
Advanced skill in customer service, and in communicating orally and in writing, with the ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of cyberspace missions.

- Must have baseline certification for Information Assurance/Cybersecurity Workforce Level III in the Management Category or obtain certification within 6 months of entering into this position.
Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Prepare and review Risk Management Framework (RMF) documentation and controls to make recommendations for improvements to DoD accreditation/authorization process documentation.
Apply Cybersecurity principles, practices, methods, and techniques.
Analyze operations in order to provide timely, relevant situational awareness of potential threats, attacks, and network status by using one of the following: network monitoring, intrusion detection, response, or mitigation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
