The IC Diversity, Equity, and Inclusion (IC DEI) Office is responsible for the overall strategic management of the IC's efforts to build a diverse and inclusive workforce and to ensure that equity is a core part of management and policymaking processes. The IC DEI Office reports directly to the Director of National Intelligence offering programmatic and policymaking guidance that impacts the representation of women, minorities, and persons with disabilities in the IC.
Duties
Strategically integrate the academic outreach strategies of the 18 elements within the IC with a special emphasis on Minority Serving Institutions (MSIs), rural communities, and schools for persons with disabilities (PWD).
Manage and lead the development and execution of tailored outreach strategies with academic institutions in furtherance of the Academic Outreach Program (AOP).
Leverage data to conduct formal program analyses and implement change as needed.
Collaborate with IC Affinity Networks (ICANs), the IC CAE program, and IC colleagues to execute the AOP.
Establish partnerships with and serve as a liaison to various representatives of academic institutions.
Perform business and resource planning and develops and delivers programs and capabilities that improve service delivery and maximize impact on the Agency and IC mission.
Plan, develop, and present expert authoritative written products and oral briefings to customers at all levels on significant AOP matters; ensure that written products and oral briefings are tailored to and in alignment with overall IC or ODNI mission objectives and customer needs.
Advise IC and Office of the Director of National Intelligence (ODNI) senior leadership on the development, implementation, and management of the AOP to ensure alignment to IC's strategic mission objectives.
Lead, cultivate, and maintain productive working relationships with IC colleagues to execute the program.
Expert in the foundational knowledge of human capital plans and organizational mission.
Cultivate and maintain productive working relationships with colleagues, diversity experts, and ODNI senior leadership to share information of interest, explain the specifics of diversity and/or EEO programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues;
Plan, develop, and present written and oral briefings to ODNI and/or IC senior-level customers on significant and complex diversity and inclusion and/or EEO issues; explain programs and issues to non-expert customers to ensure understanding, and tailor programs, methods, and products to ensure alignment with customer needs, to include ODNI senior leadership and the workforce.
Qualifications
Language: Spanish
Design and implement strategies to optimize outreach on data analysis outcomes.
Develop and implement evaluation frameworks to assess the effectiveness of outreach programs.
Demonstrated oral and written communication skills and demonstrated ability to conduct independent research, filter and synthesize data, and produce clear, logical, and concise products that meet the needs of diverse audiences with different perspectives and objectives.
Demonstrated programmatic knowledge by an ability to articulate a program plan with clear and measurable milestones and metrics.
Extensive knowledge of the IC mission, objectives, policies; especially efforts related to either human capital, diversity, equity and inclusion mission.
Demonstrated ability to work effectively with cross-IC teams; build and sustain professional relationships and exert influence effectively at all levels within and across organizations; superior ability to lead cross-IC DEI team initiatives and encourage information sharing.
Develop and implement all aspects of Diversity study efforts to include project conceptualization, design and development, coordination, project assignment, funding procurement/allocation, management, analysis, publication and briefing.
Demonstrated ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
A Bachelor's degree, or ten years IC-experience demonstrating the ability to learn new concepts and apply knowledge to create positive impact.
Extensive knowledge of program management, analytic, and critical thinking skills, including a superior ability to conduct program assessments, identify needs and requirements, and develop recommendations for the successful implementation of Diversity and Inclusion programs.
A desire to solve IC-wide problems and discover innovative ways of approaching talent acquisition.
Extensive knowledge and understanding of academia and curriculum development in national security and related topics of interest to the IC.
