The IC Diversity, Equity, and Inclusion (IC DEI) Office is responsible for the overall strategic management of the IC's efforts to build a diverse and inclusive workforce and to ensure that equity is a core part of management and policymaking processes. The IC DEI Office reports directly to the Director of National Intelligence offering programmatic and policymaking guidance that impacts the representation of women, minorities, and persons with disabilities in the IC.

Duties

Serves as a diversity consultant to ODNI leadership and provide advice on the development, implementation, and management of complex diversity programs and activities aimed at increasing diversity and EEO compliance within ODNI and/or across the Intelligence Community (IC). Serves as a liaison between ODNI diversity and ODNI and/or IC EEO/diversity organization leadership; listen to the needs of the organizations, including ODNI directorates as appropriate, and provide counsel and guidance that enables them to tailor diversity programs, methods, and procedures to ensure they fully meet client needs and their overall diversity objectives and/or ODNI's diversity needs. Provides leadership, oversight, and guidance in the preparation of briefings, reports, and presentations for ODNI leadership, senior policymakers, IC members and other intelligence consumers in a manner that meets their specified requirements. Advises supervisors and managers on employment policies and practices that affect employees with hearing disabilities; the use of sign language interpreters, interpreting services, and the process for requesting services. Interprets, with equal facility and clarity in both languages, from spoken English to American Sign Language, Pidgin Sign English, or manually coded English; and from the aforementioned gestural languages to spoken English, as required. Interpreting will be performed in both formal and informal settings and platform interpreting may be required. Incumbent will adhere to the Registry of Interpreters for the Deaf (RID) Code of Ethics. Interprets for Deaf employees engaged in recruiting interviews, career counseling, performance evaluation discussions, grievance meetings, disciplinary situations, and other discussions with supervisors or other staff members (i.e. Personnel, EEO, Health Clinic, Finance, Training, etc.). Interpretive services are also provided for third party hearings involving Deaf employees; in specialized meetings, seminars, or training programs which require familiarity with terminology as needed. Provides reasonable accommodations and education. Coordinate services for deaf and hard-of-hearing IC employees, facilitate communication between users and non-users of American Sign Language (ASL), and provide ASL sign-to-voice and voice-to-sign interpreting services. Performs tasks that involve repetitive motions of the fingers, hands, arms, feet, legs, or other body parts. Assists in administering sign language programs. Adjusts interpersonal style or behavior to accommodate or effectively deal with different approaches, perspectives, or personalities. Works as part of a team.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Registry of Interpreters for the Deaf (RID) Certification is required and must adhere to the RID Code of Professional Conduct. Bachelor's or associate degree in any field is required with a minimum of five years of experience as an American Sign Language Interpreter. Minimum of one year of experience as an American Sign Language Interpreter with the Department of Defense or Intelligence Community. Demonstrated experience must be in sign language interpretation with an extensive working knowledge of American Sign Language (ASL), Pidgin Signed English (PSE), and Manually Coded English (MCE) in order to simultaneously transliterate/interpret in a variety of settings. Demonstrated ability to interpret highly specialized terminology and adapt to a wide variety of interpreting settings, incorporating new signs as appropriate to facilitate a cryptologic-associated vocabulary. Demonstrated ability to negotiate and develop informal resolutions with personnel at all levels. Extensive knowledge of services, equipment, and resources available in accommodating individuals who are deaf or hard of hearing in order to accurately provide an appropriate fit for associated needs. Demonstrated outstanding oral and written communications skills. Extensive experience with navigating the Intranet and Internet, including Microsoft Office Suite (Microsoft Outlook, Microsoft Word, Microsoft Access, PowerPoint, and Excel) and Adobe Acrobat. Extensive knowledge and experience in major EEO and/or Diversity program functions.
