The IC Diversity, Equity, and Inclusion (IC DEI) Office is responsible for the overall strategic management of the IC's efforts to build a diverse and inclusive workforce and to ensure that equity is a core part of management and policymaking processes. The IC DEI Office reports directly to the Director of National Intelligence offering programmatic and policymaking guidance that impacts the representation of women, minorities, and persons with disabilities in the IC.

Duties

Oversee the plan and develop to implement the IC EEO and Diversity Strategic Plan, linking major goals, objectives and measures to the IC Human Capital Strategic Plan and the US National Intelligence Strategy. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development Expert knowledge and experience in major EEO and/or Diversity program functions; demonstrated research, planning, and organization skills, and demonstrated ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail. Lead, plan, develop, and provide substantive intelligence briefings, presentations, reports, and other materials to inform IC DEIA senior leadership and other stakeholders on policy issues. Lead, plan, and oversee efforts to create a culture of strategic planning across the IC by promoting DEIA best practices in strategy development, execution, and evaluation and communicating priorities, activities, and impact of the strategy to the IC to promote shared vision, values, and goals. Lead in the review and analysis of policies, processes, and guidelines that are contained in United States Government (U.S.) Government and Intelligence Community (IC) Directives, Policy Guidance, Standards, plans, and memoranda to ensure equities are captured and relevant concerns are resolved. Lead in the planning and completion of assessments to evaluate IC DEIA progress towards mission and enterprise objectives and determine how well the IC DEIA is postured for future environments. Initiate, cultivate, and maintain productive working relationships with peers and senior leaders across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives. Respond to congressional directed actions and White House initiatives by developing reports that highlight the IC DEIA accomplishments and barriers. Lead and review the IC DEIA maturity model assessment and provide annual progress report. Develop and track IC DEIA Joint Strategy's objectives and goals across the IC.

Qualifications

Mandatory Requirements Expert knowledge and experience in major EEO and/or Diversity program functions; Superior research, planning, and organization skills, and demonstrated ability to manage changing and competing priorities under strict timelines while maintaining a high level of attention to detail. Expert understanding of the nature and causes of institutional barriers to DEIA; Expert knowledge of personnel management principals, in general. Expert knowledge of IC and related U.S. Government policies, directives, and standard operating procedures and demonstrated ability to develop a broad range of IC-wide policies, processes, and guidelines. Expert knowledge of the U.S. Government and its IC components, missions, and interrelationships and experience working either with or in a major U.S. Government or IC organization; extensive understanding of the authorities, roles, and responsibilities of the organizations within the IC community. Expert knowledge of and demonstrated experience in the research, formulation, development, and coordination of national level policies and directives, including extensive knowledge of qualitative and/or quantitative methods for policy development and assessment. Expert knowledge of strategy development and planning, and a demonstrated ability to identify emerging trends and strategic issues and incorporate these into organizational strategic plans. Expert knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support IC DEIA mission and enterprise strategic objectives. Superior program management, analytic, and critical thinking skills, including a superior ability to conduct program assessments, identify needs and requirements, and develop recommendations for the successful implementation of DEIA programs. Superior ability to work effectively with cross-IC DEIA teams; build and sustain professional relationships and exert influence effectively at all levels within and across organizations; superior ability to lead cross-IC EEO team initiatives and encourage information sharing. Superior ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Superior ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on DEIA programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders. Superior ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel. Superior skill in negotiating and consulting and superior judgment in applying principles to identify and solve problems. Superior ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents. Bachelor's degree or equivalent experience as determined by mission specialty area. Desired Requirements Five to seven years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization.
