About the Position: This position falls under the Defense Health Agency Tidewater Market, at the McDonald Army Health Center under the Director for Resource Management-Logistics-Property Management, performing clerical and technical duties that support the operation of property book management to include, property accountability and record keeping.
Duties
Provide support for formal and informal medical property accountability and/or maintain records that show current value of property record, item identification, authorizations, on-hand balances, property condition and location of property.
Serve as hand-receipt manager conducting quality control inspections on hand receipt files, maintaining accurate records and document all transactions.
Develop and implement internal supply operating procedures for equipment management.
Conduct periodic inventories to validate on-hand quantity and quality of equipment.
Correct missing and/or other discrepancies in authorizations using Defense Medical Logistics Supply System (DMLSS).
Conduct quality control inspections and maintain Chief Financial Officer (CFO) files ensuring they contain appropriate source documents.
Perform periodic system analysis to determine adequacy of procedures and methods in requesting authorizations, receiving, record keeping, issuing, storing, maintaining, preserving, reutilizing and disposing of supplies and equipment.
Conduct monthly inspections of supported Departments, reviewing all elements of logistics to include property accountability, supply management, durable accountability and credit card execution.
Participate on the Command’s Internal Management Control Team for the Government Purchase Card Program.
Employee will also be required to escort Regional Audit Team during annual audit of each account.

- Duties of this position require the incumbent to have and maintain a valid state Driver's License to operate vehicles.

Specialized Experience: One year of specialized experience which includes 1) Developing and implementing internal supply operating procedures for equipment management such as receiving, record keeping, issuing, storing, maintaining, preserving, reutilizing and disposing of supplies and equipment, 2) Using supply management systems, such as Defense Medical Logistics Supply System for data entry and reporting, and 3) Conduct quality control inspections to ensure source documents are accurate and up to date.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: logistics, supply management, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
