The primary purpose of this position is to serve as a General Supply Specialist assigned to the Logistics Readiness Squadron, responsible for providing technical Army Supply assistance on matters of contract operations as they relate to the Materiel Management Flight. Duties

Quality Assurance Specialist with responsibility for representing the Materiel Management Flight evaluating contractor performance on Army multiple service contracts. Provides Supply technical guidance and recommendations to supervisor and mangers regarding Army Supply operational programs. Uses thorough knowledge of established DoD inventory control procedures plans, organizes, and directs the activities of the inventory sections, ensuring that supply work complies with legal and regulatory requirements. Serves as an Emergency Management Material Management Liaison to the installation's Emergency Operations Center and or the organization Unit Control Center.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Supply Series, 2001. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Department of Defense (DoD),Department of the Army (DA), and air Force (AF) regulations and policy concerning supply chain management and operations. Practical knowledge of a wide range of well-established and commonly applied supply management principles, concepts and methodologies required in performing varied assignments, operations and/or procedures. Knowledge of business and industry quality assurance management practices, capabilities, capacities and trends and the analysis and dissemination of information. Knowledge of applying and evaluating techniques for the identification, consideration and resolution of issues concerning the efficiency and effectiveness of quality assurance operations. Knowledge of Army supply management and inventory control systems, methods, and procedures to evaluate the impact of variables that influence the course(s) of action taken in resolving procedural issues involving conflicting program requirements. Knowledge of sources, responsibilities, and means for providing assistance and advice to resolve complex quality assurance effectiveness problems. Knowledge of standard investigative techniques in order to analyze facts, conditions, and trends and prepare documented reports of findings relative to performance of Army supply functions. Knowledge of the terms of the negotiated contract in order to assess the level of contractor compliance and identify the need for contract changes and modifications. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as logistics or supply chain management . OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of supply regulations, policies, procedures, functions, techniques, and methods applicable to the logistics contract requirements, system management, and data system. Practical knowledge of a wide range of well-established and commonly applied supply management data processing and requirements for military interdepartmental purchase request (MIPR) procurement transactions in applicable automated supply system, and in-depth knowledge of related systems functionality. Skill in performing recurring supply assignments, operations, or procedures in providing services and resolving problems of a procedural nature in supply operations, planning, or program management. Ability to read, interpret, and apply applicable reference material, such as spares procurement regulations, manuals, catalogs, records, MIPRs, etc., to accomplish tasks and resolve complex system related problems/issues. Ability to receive, screen, review, compile, and organize supply data and prepare supply documents. Ability to communicate and provide advice in terms of oral and written recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
