About the Position: This position is with the Army Contracting Command - Rock Island, Budget Branch located in Rock Island, Illinois.
Duties
Interpret financial reports and provides overall guidance relative to the financial operations of the command.
Write and review new policies to standardize local business processes.
Develop local guidelines to implement and test improved accounting methods or local auditing/review procedures to ensure audit readiness.
Perform compliance analysis related to all aspects of financial programs.
Provide financial expertise to operational Subject Matter Experts in the implementation of their duties.
Identify issues and develop new operating procedures and modifying current procedures to eliminate budgeting and compliance issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a financial Management Level II Certification.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: (1) Providing technical training related to financial areas; AND (2) Providing advice on how the accounting system functions; AND (3) Reviewing internal/external audits to evaluate findings; AND (4) Identifying problem areas to develop financial operation solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
