You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the CAPITAL IMPROVEMENTS of NAVAL FACILITIES ENG COMMAND MARIANAS.

Duties

You will serve as a Supervisory construction Engineering Technician and provide engineering support services in the field of construction contracts primarily between the Navy/Marine Corps/Air Force and private contractors. You will work on projects such as (but not limited to) new construction, renovation, demolition, environmental remediation, equipment installation, dredging, energy, or any combination of these. You will coordinate work in detail with key personnel within the prime and subcontractor's staff, Public Works personnel, facilities representatives, etc. to ensure the construction effort stays on schedule and within budget. You will assist in the facilitation and coordination of access passes/badges for contractor personnel, vehicles, and equipment including secured areas. You will be required to observe the progression of construction on a recurring basis (some daily, some less frequent) and interact as required with appropriate personnel to assist in the resolution of any encountered issues, problems or conflicts. You will ensure via their staff that the contractor is conducting monthly site safety self-evaluations and submitting the information with the pay vouchers/invoices -- recommend retainage when contractor is not providing.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: directing and managing engineering personnel providing construction management, construction contract technical support, and site management on projects. Specialized Experience (for positions at GS-4 or equivalent and above):

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.

OR

Certification:
Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
