You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the NAVFAC Facilities Engineering and Acquisition division (FEAD) of NAVAL FACILITIES ENG COMMAND MARIANAS, Santa Rita, Guam.
A Cost-of-Living-Allowance (COLA) of 12.25% will be added to the stated salary.

Duties
You will serve as a Supervisory construction Engineering Technician and provide engineering support services in the field of construction contracts primarily between the Navy/Marine Corps/Air Force and private contractors.
You will support the management and administration of complex and challenging construction projects in various geographic locations in support of Navy, Marine Corps and other agency clients with critical, time-sensitive missions and functions.
You will supervise a technical staff comprised of civilians.
You will communicate orally and in writing with local civilian and military field office leadership.
You will evaluate and assure the Quality Control (QC) efforts of the construction contractor for all projects assigned to his/her branch within the FEAD/ROICC/OICC, some of which the incumbent will be directly assigned to and supporting.
You will have advanced knowledge about NAVFAC contract safety requirements, as well as applicable Federal, State, local, and host nation (as applicable) laws and regulations as it pertains to the construction effort.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: directing and managing engineering personnel providing construction management, construction contract technical support, and site management on projects.
