Incumbent serves as the Deputy Chief, Health Administration Service (HAS) and is the second level supervisory and managerial authority over HAS at the Richard L. Roudebush VA Medical Center (RLRVAMC). RLRVAMC serves multiple states and provides care for 63,000 Veterans, within a complexity 1A inpatient facility in downtown Indianapolis and Community Based Outpatient Clinics (CBOCs) in Bloomington, Brownsburg, Martinsville, Shelbyville, Terre Haute, Wakeman, and West Lafayette.
Duties
In this position, you will serve as Medical Administration Officer (Deputy). Duties and responsibilities include, but are not limited to:
Provides timely and reliable information and advice regarding the subject matter under his/her purview, to include efficiency and effectiveness of patient transportation program, administrative officer of the day program, beneficiary travel, enrollment and eligibility, and
and outpatient scheduling compliance. and standardization.
Oversees service management through subordinates managing the daily operations of Patient Transportation, Scheduling Ambulatory Care and Processing (AC&P), Float Pool, Health Benefits Unit, Medical Support Assistant Training staff, New Patient Coordinators,
Community Based Outpatient Clinics (CBOCs) scheduling staff, call center staff, and/or inpatient and Administrative Officer of the Day (AOD) functions.
Establishes and reviews patient administration systems and patient care functions for the organization that ensures government needs are met and validated, and that economy and quality of operations are maintained or improved.
Authority for the development and management of a large operational budget which includes salary, Beneficiary Travel claims and for Veteran Transportation Service contracts and is responsible for the formulations, fiscal administration and coordination with appropriate
services in administering significant fund control budgets.
Reviews and structures organization to optimize use of resources and maximize efficiency
and effectiveness of the organization.
Participates in the annual budget estimate for operation of HAS activities. In addition to funds for patient care, budget estimates include staffing requirements, equipment and supplies, etc.
Ensures business administration requirements and their implications are appropriately understood and considered in decision-making. This requires forecasting, trending, and analysis as well as evaluation of existing and new laws, Directives, and Handbooks to ensure
the latest program requirements are met.
Makes workload surveys and scheduling studies in clinics and admission sections to recommend changes in the work distribution, scheduling policies, etc. Performs methods and procedure studies and makes recommendations for changes.
Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, developing, and carrying out complex objectives involving inter-facility healthcare delivery programs; knowledge of health care system management principles; interfacing with individuals at all levels of an organization; writing, preparing, and presenting documents and reports for senior leadership; applying analytical skills, practices, methods and techniques to implement solutions to a variety of issues; acquiring and maintaining a working knowledge of relevant laws, regulations, policies, standards or procedures; and planning and directing the activities of subordinates and managing training and support needs to assure an appropriate work environment.

Physical Requirements: The work is primarily sedentary but also demands some standing, walking, bending, lifting, and carrying of charts, folders, forms, and miscellaneous supplies to various locations within the HCS for meetings. The incumbent frequently walks to various parts of the health care system including patient care areas.
