About the Position: Serve as the Contract Management Specialist for the Department of the Army Criminal Investigation Division (DACID) and provides general acquisition oversight and support to management in the planning and execution of contracting efforts for its support staff and subordinate activities.
Duties
Plan the accomplishment of the contracts management program and provide advice and guidance on contract matters including feasibility of meeting requirements through procurement or alternative means.
Maintain current knowledge of procurement program objectives and awareness of contractor requirements for current and future years and ensures data input into respective data base modules.
Perform and participate in all phases of the acquisition process including, but not limited to, requirements definition, acquisition planning, documentation preparation, and contract closeout.
Provide guidance s on the conduct of market research, drafting of statement of works, Performance Work Statements (PWS), forming contract submissions, and submission to the contracting office.
Advise and collaborate with the appointed Contracting Officer’s Representatives (COR) of subordinate organizations on all aspects of performing their duties.
Conduct statistical research, cost analysis, and coordination in the development of a wide variety of support agreements.
Prepare and coordinate organization responses to procurement problems identified in acquisition reviews.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Must participate in DNA profiling database within the DACID.

Specialized Experience: One year of specialized experience which includes: provide acquisition oversight and support to management in the planning and execution of contracting efforts; develop internal procedures for contract administration; resolve contracting issues to ensure continuous, efficient, and effective quality support; and serve as the liaison to supporting contract offices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
