Duties
The Director/CEO initiates Marine Corps-wide policies and programs; formulates enterprise-wide strategic plans, objectives, policies, and standards; represents the CMC on matters concerning Marine Corps Business Operations and Support Services, Marine Corps Resale, and MCCS policies and program resource plans; and acts as senior advisor to the Marine Corps Community Services Board of Directors (MCCS BoD).

Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Technical Qualifications (TQs). Failure to fully and concisely address how your experience meets the competencies described in the ECQs and TQs will result in your application being disqualified.YOU MUST UPLOAD A SEPARATE NARRATIVE RESPONSE TO THE EXECUTIVE CORE QUALIFICATIONS (ECQs) AND TECHNICAL QUALIFICATIONS (TQs). EXECUTIVE CORE QUALIFICATIONS (ECQs): The U.S. Marine Corps has adopted OPM’s Executive Corps Qualifications (ECQs) for NF-06 level positions to evaluate candidate’s essential leadership qualifications. The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of executive level positions. More information on these core qualifications is available at http://www.opm.gov/ses/recruitment/ecq.asp.All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain at least two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy Initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to explain your answer. The narrative for all five ECQs must not exceed 10 pages. These fundamental competencies: Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, and Public Service Motivation, are the foundation for success in each of the Executive Core Qualifications. The Fundamental Competencies are crosscutting and should be addressed over the course of each ECQ narrative. It is not necessary to address the Fundamental Competencies directly if the narrative, in its totality, shows mastery of these competencies on the whole.Applicants are encouraged to follow the Challenge, Context, Action, and Result (C-C-A-R) model when addressing ECQs. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)ECQ 4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)ECQ 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating) MANDATORY TECHNICAL QUALIFICATIONS (TQs): All applicants must submit a written narrative to address the following TQs. You must address each TQ separately. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled. Each TQ narrative must not exceed one (1) page.1. Demonstrated success managing the corporate headquarters of a multi-service commercialbusiness operation, including comprehensive knowledge leading business practices employedby private industry in a for-profit configuration.2. Familiarity with federal financial management, specifically, a knowledge of the distinctionsbetween non-appropriated and appropriated funds and the permissible uses of each.3. Comprehensive knowledge of shared services planning and delivery models, andmethodologies of effective and efficient operations to support enterprise-wide requirements.4. Knowledge of organizational structure that demonstrates a thorough understanding of, roles,functions, protocol, terminology, and the ability to effectively communicate with personnelof all ranks and positions including senior officers, enlisted, and civilians.5. Knowledge of Congressional Committee processes to include procedures necessary toorganize, plan, and deliver testimony, and represent the Marine Corps position.EducationA minimum of a four-year degree from an accredited university is highly desirable. Conditions of EmploymentThis position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquiries (ANACI/ Tier 3) background investigation.
