This Administrative Assistant/Administrative Officer position is located in the Office of the Scientific Director (OSD), Intramural Research Program (IRP), National Institute of Aging (NIA). Performing administrative services that involve a variety of functions such as: budgetary and financial management services; general administrative services; facilities, property, safety, or space management; or human resources services.
Duties
- Advisor to organization on all administrative management matters associated with programs and operations.
- Assists with developing and advising on administrative requirements for a complex organization and participates in developing and implementing administrative management policies.
- Identifies problem areas, analyzes situations, recommends viable solutions and prepares reports as required.
- Performs special studies and independently analyzes or works in groups on administrative matters impacting the organization.
- Plans, develops, formulates, prepares, executes, monitors, and/or forecasts organizational budgets.
- Prepares and edits narrative justifications for projected funding needs.
- Advise management on the status of funds. Identifies and analyzes trends in the receipt, obligation, and expenditure of funds.
- Performs the full-range of general administration and advisory services and/or functions, performing all that apply: time and attendance, relocation requests, human resources services, facilities management, property management, space/logistics, safety/security, and travel.
The duties described above are at the full performance level of GS 11, if you are selected at a lower grade, you will essentially perform a variety of duties as those at the full performance level described above, however, the duties are less complex and will be performed under closer supervision with more detailed guidance.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for an Administrative Assistant, GS-0341 position at the GS-07 level, you must have:
A. completed 1 full year of graduate level education that is directly related to the position; OR
B. Meet one of the requirements for superior academic achievement based on a) graduating within the upper third of the graduating class in a college, university, or major subdivision such as the College of Liberal Arts or the School of Business Administration, based on completed courses; b) having a grade point average of 3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; c) being elected for membership in a national scholastic honor society; OR
C. Have 1 year of specialized experience equivalent to at least the GS-05 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: gathering and compiling financial and administrative data or information; and preparing documents related to budget and financial management; purchasing, procurement and contract administration; facilities, property, safety, or space management; or human resource management.; OR
D. Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for an Administrative Officer, GS-0341 position at the GS-09 level, you must have:
A. completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related; OR
B. I have one year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing routine expenditures and spending plans; drafting specifications for use in contracts; conducting routine cost comparisons and estimates; assisting in performing general administration and advisory services including procurement, human resources services, facilities and space management, and property management.; OR
C. Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for an Administrative Officer, GS-0341 position at the GS-11 level, you must have:
A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related; OR
B. Have one year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing routine expenditures and spending plans; assisting in performing general administration and advisory services including procurement, human resources services, travel, facilities and space management, and property management.; OR
C. Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
