This position is located in the Care in the Community Service. The incumbent serves as the subject matter expert for all administrative community care processes. The primary purpose of the work is to plan and carry out projects to improve the efficiency and productivity of organizations and staff in administrative and clinical activities.
Duties
Major duties includes but are not limit to:
The Administrative Officer assists management in identifying its financial, personnel and material needs and problems. Develop budget estimates and justifications; making sure that funds are used in accordance with the operating budget. Guide management on the development and maintaining sound organization structures, improving management methods and procedures, and seeing to the effective use of personnel and resources. Works independently to oversee the administrative functions and processes with authority to develop and implement correction actions and process improvement.
Collaborate with personnel specialists in finding solutions to management problems arising out of changes in work which have an impact on jobs and staff. Advising on and negotiating contracts, agreements, and cooperative arrangements with other medical centers, outside medical facilities, private organizations, or other government agencies.
Manages ITAC responsibilities and ensures that staff are trained and up to date with all available and applicable computer programs and equipment
Coordinates Performance Management and Risk Management Program activities for the service, which include periodic reports of the quality of service provided, compliance with OSHA standards, and maintenance of provider specific performance improvement data system. For the reports, the incumbent works with the Chief, Care in the Community to review and define indicators and criteria; reviews the documentation of the reports to ensure adherence to JCAHO and Huntington VAMC guidelines; and ensures appropriate follow-up action is taken to remedy any problems or deficiencies identified.
Administers the program for evaluating the quality of service provided by Care in the Community providers. Collaborates with clinical services, the VISN5 Care in the Community team, and the VA Office of Community Care to identify, respond to, and mitigate potential quality of care issues from community providers. Serves as a consultant to the Hershel "Woody" Williams VAMC leadership on identified issues in the Community Care program, including but not limited care quality, service timeliness, payment timeliness, records management, and customer service.
Monitors and evaluates the effectiveness of the programs throughout the Care in the Community service. Analyzes and develops procedures and recommendations to effect policy changes and augment program effectiveness. Identifies potential health center data sources for identifying problems and adverse events, initiates review and analysis of data with appropriate agency proponents to reduce risk associated with the delivery of patient care. Establishes and maintains an effective operation between risk management and quality improvement functions, including the sharing of information in support of these functions; ensures resulting data is forwarded to the appropriate office for use in the privileging and appointment process. This will require the use of multiple data sources to include VSSC, HSRM, VSignals and others.
Communicates effectively with all levels of staff in a clear and concise manner. Incumbent keeps the executive team informed of changes in program directives, policies, laws, precedents, etc. that affect information in a warm and sincere manner. Assesses areas of responsibility for customer service improvement opportunities and recommends plans for implementation of indicated improvements.
Continually and systematically evaluates his/her position and makes necessary changes that will ensure conformance with desired standards and established goals. Participates in Administrative Boards of Investigation, Functional Review Teams, and Reports of Survey, which are chartered by Management.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2024.
Experience: I possess one full year of general experience equivalent to the GS- 09 grade level that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the positions. Qualifying examples of specialized experience include, but are not limited to the following:
Planning, organizing, conducting studies related to community care demand, workload distribution, and staffing requirements.
Communicates with Chief of Staff information pertaining to matters such as retirements, resignations, adverse actions, reassignments or downgrades, high grade vacancies, etc.
Extensive knowledge and guidance for specific policies and standard operating procedures to include those from the Office of Community Care, Office of Veterans Access to Care, Health Information Management, as well as VISN and locally developed policies and SOPs.
Writes and/or edits reports, briefings, information papers and other informational material designed primarily to report functions of the service.
Provide training to administrative staff members in methods and techniques to allow for timely completion of assigned tasks including reporting work in progress and reviewing completed work to see that the provided instructions for deadlines and quality have been met.

Education: Applicants mustpossess one of the following:
Ph.D. or equivalent doctoral degree
OR,
3 full years of progressively higher level graduate education leading to such a degree
OR,
LL.M., if related.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
