The Administrative Officer reports directly to the Chief of Surgical Services at the Hershel "Woody" Williams VA Medical Center. The primary purpose of the position is to provide administrative and technical health care management support; to analyze, evaluate, and advise on plans to determine the impact on administrative processes and feasibility of making modifications to coordinate with heath care delivery mission requirements.
Duties
Major duties include but are not limited to:
Serves as senior administrative supervisor, advisor, and coordinator.
Develops service level organizational structures to ensure optimal administrative operations within the service, including serving as the operations expert, setting administrative priorities and assigning administrative and operational work.
Provides oversight and ensures that administrative processes are in place to keep service supervisors and clinicians informed of organizational updates, and/or program changes impacting their programs and proactively identifying and solving problems before they become significant, anticipating and developing solutions that will prevent problems.
Participates on a number of health care system committees and groups that are either standing organizational committees or problem focused activities with system-wide implications and ramifications.
The incumbent facilitates patient relations by acting as a liaison between patients and the service.
Preparing, submitting, and monitoring annual budget requests.
Creates, renews, and maintains contractual services as the Contracting Officers Technical Representative (COTR) in support of Clinic Operations.
Provides administrative oversight of all service administrative operations.
Identifies Service metrics and reviews data, validates accuracy, analyzes findings and makes programmatic recommendations based on analysis.
Work Schedule: Monday through Friday 7:30am - 4:00pm

Experience: One full year of general experience equivalent to the GS- 09 grade level that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the positions. Qualifying examples of specialized experience include, but are not limited to the following:
Manages requests requiring administrative actions.
Preparing, submitting, and monitoring annual budget requests.
Provides the full range of supervisory duties for administrative staff.
Develops position descriptions and performance standards.
Serves as a control point official for fund control points
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and performed in a typical office setting, involving a normal amount of sitting, walking, standing, carrying, etc. There is frequent use of computer monitor and keyboard. The setting may be quite stressful at times because of the complexity and quantity of work.
