This position is located in the Division of Finance, Controller Branch, Financial Systems, Security and Operations Section of the Federal Deposit Insurance Corporation and provides support in the areas of expert management for the NFE financial system and other DOF supported systems by analyzing, coordinating, guiding, and implementing system components in their specific areas of expertise with regard to developing, maintaining, enhancing and upgrading systems.
Duties
Provides project leadership in corporate financial systems related projects. Analyzes the financial impact, cost savings, and improved efficiency and effectiveness of on-going and proposed maintenance and security projects, and presents findings and recommendations.
Assists in developing procedures, policies, and system solutions and enhancements to accommodate policy or system changes across the Corporation that affect the financial systems or processes and ensures compliance with financial, accounting and information security standards and policies.
Provides consultation and recommendations to senior management in the evaluation of new or improved financial information systems technology and/or applications software. Researches current or emerging technologies, and determines whether to adopt new releases or updates.
Leads and conducts functional and technical tests and validations of upgrades, external and internal software releases, DIT mandated testing, disaster recovery, user acceptance testing, contingency planning efforts, enhancements and maintenance for NFE and other financial systems, legacy and external systems that interface with or use NFE data.
Supports and coordinates financial system interfaces with internal and external applications, batch processing, allocations, and closing processes including, performing activities to open/close accounting periods. Troubleshoots issues and assists with reconciliations and testing to ensure accuracy and timeliness.
Develops, performs, and maintains reconciliations of processes to ensure that data and reports are accurate. Creates queries and reports for exception and due diligence monitoring of configuration data elements.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is defined as experience leading projects or teams responsible for designing, testing, implementing, or monitoring components of financial management and accounting systems including PeopleSoft modules, consistent with accounting and system controls, policies, practices and standards
