The primary purpose of this position is to ??serve as a senior specialist in Air Force Working Capital Fund (AFWCF) Financial Management to include budget, execution and executive decision support. Provides financial management advice and assistance on complex financial issues in support of USAF and DoD acquisition corps programs/projects and for all organization.
Duties
Performs execution, trend analysis and financial management/budget formulation work involving trend analysis and detailed analysis of funding needs for future working capital funds associated with acquisition corps programs/projects.
Provides financial advice on complex financial issues, assesses implementing decision, and develops command wide programs.
Conducts financial and cost review to determine resource requirements based on actual and forecasted workload.
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

- This is an acquisition coded position. Selectee must complete required certification level 2 in Business Financial Management within 24 months of assignment
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing a variety of cost analysis and budget functions such as: formulating and monitoring the execution of budget forecasts; analyzing costs, benefits, and trends in rates of obligation and expenditure; interpreting policies, regulations and laws governing budgetary and financial processes; recommending ways to improve the utilizations of funds; providing financial management support.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Working Capital Fund (WCF) policies and procedures and the laws and regulations governing budgetary and financial processes.
2. Knowledge of financial management systems and concepts.
3. Knowledge of DoD Planning, Programming and Budget Execution (PBBE), its processes, products, terminology and guidance documents (e.g. Program Objective Memorandum (POM), Five Year Defense Plan (FYDP), defense guidance, joint strategic planning systems).
4. Knowledge of standard acquisition regulations, policies, and procedures.
5. Knowledge of cost and economic analysis principles, techniques and practices.
6. Ability to gather and analyze data to prepare budget information, develop alternatives, make recommendations to resolve budget/funding problems, interpret financial reports, schedules and statements, and formulate, justify and execute assigned budget.
7. Ability to plan, organize work and meet deadlines. FSY
8. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
