About the Position: This is a TERM NTE 3 years Contract Specialist position with Department of the Army, Dep Chief Of Staff, G-6, Budget & Execution Division in Fort Belvoir, VA. This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade .Position may be made permanent without further competition.

Duties

Serve as Contracting Specialist responsible for the full range of pre-award and post-award contract functions. Ensure appropriate funding and required waivers, certifications, approvals, and compliances have been obtained for purchase requests. Administration of contracts and delivery/task orders for studies, analyses, doctrine development, distance learning, and training support. Develop plans with milestones for the administration of each assigned contract. Monitors contractor’s performance for compliance with terms and conditions of contracts. Performs cost and price analyses to negotiates prices, terms, and conditions, and settlements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional Certification within 36 months of entrance on duty.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
  • One year trial period may be required.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the education and/r experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Performing contract administration, to include pre-award and post-award functions involving complex contracts of congressionally mandated public-private competitions, strategic sourcing, and privatization. 2) Developing procurement plans to meet mission objectives; 3) Negotiating contract prices, terms and conditions to evaluate cost proposals; AND 4) Actively engaging with customers, contractors, and leadership to assure integration of contracting efforts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementOral CommunicationPreparation and Negotiation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
