Duties
Analyzes new and proposed policies to determine the extent of influence upon existing process policies and regulations and the objectives.
Serves as a focal point for review and evaluation of short and long-range plans involving Procurement processes.
Serves as the DLA process expert on analysis and evaluation of policy, planning and operation for the assigned process.
Provides direction on the Procurement process across all locations where the process is performed.
Initiates, develops, issues, and implements policies, procedures, business rules, and other guidance relevant to the Procurement process area and with an Agency, DoD, or Government-wide impact.
Determines resource needs, evaluates impact of resource constraints, and recommends action for enhancing the efficiency of process functions and systems.
Serves a key role in legislative matters as related to initiation, development, and recommendation of legislation pertaining to the assigned process area.
Works with other Process Owners to integrate and optimize the overall supply chain.
Actively participates in DLA governance forums such as Acquisition Enterprise Innovation Council, Digital Business Transformation, and Enterprise Operations Planning Council.
Plans, develops and implements process and policy changes that address process weaknesses and improve the level of support to customers as well as internal efficiencies.
Responds to industry and congressional concerns and makes recommendations regarding process matters requiring resolution at the senior Agency, Office of the Secretary of Defense (OSD), or Congressional levels.

Qualifications
To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Contracting Officer Basic Requirement: Must possess at least 4 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Plans, develops and implements process and policy changes.
Negotiates, justifies, or otherwise reaches consensus or agreement on complex and controversial issues, and influences broad policies related to methods, practices, and concepts.
Possesses expert knowledge of Federal and DoD acquisition and life cycle management policies, procedures, and practices, regulatory requirements, policies, and special procedures relating to assigned programs.
Skilled in persuasion and negotiation techniques to influence others to accept recommendations or to obtain the desired effect.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
