Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a SUPERVISORY CONTRACT SPECIALIST at the GS-1102-15 some of your typical work assignments may include: As a Supervisory Contract Specialist and Division Chief, assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees; Sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinates on a wide range of administrative issues. Evaluates requirements for additional resources and balances organization needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs. Makes decisions on work problems. Holds unlimited contracting officer's warrant with the authority to obligate the Government subject only to the limitations established by DTRA. Meets with customers on a regular basis to ensure customer needs are recognized and sufficient acquisition planning takes place; strives to improve productivity and the quality of the work products; exercises oversight in order to preclude instances of fraud, waste and abuse and takes appropriate action should any be found; promotes competition under the Competition in Contracting Act and endeavors to meet all socioeconomic goals assigned; provides broad administrative policy direction as it relates to overall accomplishment of DTRA, Federal, and DoD contracting laws and regulations. Directs the full range of contract administration actions required for the acquisition program, including the issuance of contract modifications, negotiation changes, exercise of options, investigation and resolution of contractor delays, contractor performance appraisal, subcontractor surveillance, disposition of claims and similar matters. Plans, develops, implements, maintains and administers all contractual aspects of a systems acquisition program. Develops innovative contractual language, terms and conditions. Conducts negotiations for the acquisition of a system. Directs or performs post-award negotiations involving contract changes or modifications.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below: Managing a variety of highly complex contracts through closeout and/or termination Performing pre and post-award functions involving a variety of contract types Planning and conducting negotiations on major complex contract actions Ability to mentor and train a staff of Contract Specialists (1102s) with varying degrees of experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below: This position has a Basic Requirement of the Department of Defense qualifications standard for the series. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement. This position is Defense Acquisition Workforce Improvement Act (DAWIA): (Back to Basics) Practitioner certification and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system. Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
