This position is located in the Armed Forces Retirement Home (AFRH), Corporate Resource Office and reports to the Chief Financial Officer (CFO). The AFRH is an independent agency in the Federal Executive Branch established under 24 U.S.C. Chapter 10. AFRH provides a continuing care retirement community (CCRC) for the Armed Forces retired and service-connected disabled enlisted veterans.
Duties
As a Financial Management Analyst, you will:
- Assist in implementing the Agency's internal control standards for OMB Circular A-123, Management's Responsibility for Enterprise Risk Management and Internal Control.
- Oversee the implementation of Agency-wide internal control assessment and compliance activities.
- Provide technical guidance to conduct complex financial program analyses. Conceive new approaches to existing programs and develop solutions to controversial problems.
- Conduct studies and projects to improve policy, procedures, and controls to accomplish office initiatives and support functions; ensure adherence to proper financing systems and standards.
- Develop and execute a variety of reports for financial reporting and analysis. Utilize Business Intelligence tool, contract management system, invoice payment processing system, electronic health records system, travel system, debt management system, credit card system, and a variety of tools to support detailed analyses.

Specialized experience is defined as strategic planning, organizing, and controlling the financial undertakings and assets of an organization.
Specialized Experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Examples of specialized experience could include:
-Performing comprehensive financial management duties for trust fund programs and organizational budget execution programs.
-Ensuring financial accountability and compliance with organizational regulations, policies, and laws.
-Applying generally accepted accounting and auditing standards for conducting budget execution
