This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing.
Duties
As a Financial Analyst, you will:
-Perform financial analysis using knowledge of various controlling authorities (laws, regulations, OMB circulars, GAAP, GASB) to identify trends and issues, assess the effectiveness of program implementation, compliance with program requirements, the financial performance and condition of PHAs and public housing projects, identify program accomplishments, or conduct quality control effort.
-Assess the potential impact of statutory or program changes, as well as projecting the impact on the Operating Subsidy and/or the financial condition of public housing projects or PHAs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 level, one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:
-Applying analytical and problem-solving techniques to identify financial trends and issues and developing solutions; AND
-Developing financial analytical reports and presenting that data to management; AND
-Conducting financial and risk assessments of financial data for policies, initiatives, and program budgets; AND
-Providing direction or technical assistance applying controlling authorities such as financial laws and regulations (eg. OMB circulars)
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
