This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing. There is one vacancy for this position. Duties

As a Financial Analyst, you will: -Serve as senior advisor, authority and financial analysis subject matter expert providing guidance and technical direction for issues related to the regulatory and statutory requirements of the federal budget formulation process. -Apply mastery of the theories and principles of financial operations and transactions involved in the respective program operations to evaluate and analyze financial procedures, isolate and define unknown conditions, resolve critical problems or develop new approaches to address program issues and problems for one of HUD's largest assistance programs. -Direct teams or independently perform complex analytical and evaluative work requiring a mastery of HUD and PIH programs and financial and management organization(s) and programs, operations and their organizational practices. -Support and advise management by analyzing ongoing and future program funding needs to resolve financial issues across all low income housing programs. -Field inquiries on, determine scope of investigation, research, identify and apply pertinent statutory and regulatory provisions to develop summary analysis, final reports and recommendations which address and resolve financial issues across all low income housing programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Applying principles of financial management, accounting principles, or governing authorities (laws, regulations, etc.) and techniques, to the financial management and funding of governmental programs or private sector/non-profit businesses; AND - Assessing, scrubbing, and analyzing large volumes of financial and programmatic data; AND - Having served as a project manager or team leader, providing direction or technical assistance based upon experience with various controlling authorities; AND - Conducting both verbal and written financial analysis and develop financial analytical reports to present to all levels of management and industry stakeholders. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
