This position is located in the National Capital Area Office Division. The purpose of this position is to serve as the regional environmental management program liaison responsible for collaborative interagency environmental management activities. Duties

The major duties of the Environmental Protection Specialist position include, but are not limited to, the following: Responsible for performing, directing and/or coordinating on: preliminary assessments, site investigations, remedial investigation, environmental impact studies, feasibility studies, remediation and post-remediation on hazardous waste sites. Prepares and maintains current and long-range environmental management program and funding to provide responsive and cohesive Environmental Management Systems (EMS) development to achieve National Park Service EMS goals and objectives. Responsible for the review and approval of Environmental Site Assessments as part of the acquisition process of the regional land's office. Serves as the National Park Service Lead and Region point of contact on all Environmental Management Systems (EMS) program activities regionwide. Coordinates program activities with the National Capital Region (NCR), with the Environmental Protection Agency (EPA) and other Federal and State agencies. Compiles program budget needs, communicates these needs to WASO and is responsible for allocating and tracking monies allocated to the field for project and site EMS work. Assist is developing regional policy and technical procedural guidance. Serves as the National Capital Regional environmental training coordinator accountable for ensuring the region's field staff has the certifications and technical knowledge to identify.

Qualifications

All qualifications must be met by the closing date of this announcement-06/04/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for the Environmental Protection Specialist position at the GS-13 grade, you must meet the following minimum qualifications by the closing date of this announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) serving as a technical authority on all aspects of one or more specialty areas (e.g., solid waste disposal, sewage treatment, industrial waste disposal, water supply, air pollution abatement, Environmental Site Assessment review, environmental audits, human health and ecological risks) within a major organization of an agency or department serving a multi-state area with responsibility for providing expert advice on the interpretation and implementation of technical policy directives and programs as well as the review of plans and specifications for projects in the organization and the provision of consultative services concerning the full range of environmental engineering facilities and systems pertinent to the specialty areas involved. (2) solving problems and sensitivities associated with hazardous materials/waste, CERCLA, RCRA, site investigations, post remediation and contaminated sites. You must include your resume with hours worked per week annotated. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
