This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Office of the Deputy Inspector General for Evaluations (EVAL), Combatant Commands II (COCOM II) Division. Evaluations conducts assessments and evaluations of DoD programs, functions, and missions to facilitate change by promoting efficiency and enhanced program results on matters of interest to members of Congress, the Secretary of Defense, the Inspector General, and DoD Leaders.

Duties

As the Deputy Director, directs a division composed of analytical and other professionals and administrative staff conducting multiple, interdisciplinary projects in a matrix environment including programs relating to National security and the DoD. Supervise project operations and technical planning and ensures projects meet OIG. Performs senior level oversight of project execution, provides advice to project manager and resolves issues that impede progress or require higher level intervention. Oversees all project phases of plans, methodologies, approaches, scope, and objectives. Responsible for project reports. Provides instruction to teams, assigns and reviews work; monitors progress and ensures accomplishment of objectives. Manages staff, plans and assigns work, delegates responsibility, and establishes priorities. Administers leave policies, programs, and complies with affirmative action and EEO requirements. Interviews candidates and makes selections for positions. Establishes performance standards and evaluates individual and collective performance. Counsels staff and prepares appraisals while meeting DIG OIG goals and objectives. Provides training developmental opportunities for staff.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / SCI security clearance.

  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service. Specialized Experience: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Supervising and or leading, teams of professional Evaluators performing investigative and or audit assessments, evaluations of unique, highly complex and sensitive reviews of various program, functions and operations. Supervising or developing multiple evaluation project plans at any given time and is responsible for ensuring that projects are completed on time and within assigned resources that meet established objectives. Projects frequently address high value, controversial or similarly complex issues and areas. Responsible for executing such plans, gathering and analyzing data, while developing recommendations and corrective action, while working with clients reviewed and other project stakeholders and participants. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
