About the Position: Serves as the Senior Program Manager with responsibility for strategic installation planning initiatives at the Headquarters, U.S. Army Joint Munitions Command (JMC).

Duties

Provides administrative program direction and supervision in terms of overseeing garrison operations and infrastructure. Manages and directs installation and tenant activity base operations support for medium sized multi-mission installations. Formulates goals, policies, and objectives for the installation. Develops comprehensive programs to improve productivity, cost effectiveness, and efficiency of installation activities. Serves as an expert in program planning and management for various critical functions on Army installations. Evaluates the effectiveness of the installation strategic planning process. Meets with officials of the installations, tenant organizations, state and local officials, and local business and media officials. Participates in planning, financial, and operational committees and boards.

Requirements

  • Secret clearance is required.
  • TDY travel up to 10% may be required.
  • This is a centrally managed position. Incumbent may be subject to rotational assignments based on needs of the command.
  • Position may be designated as Key. Position designated as key may not be vacated during a national emergency or mobilization without seriously impairing the capability of the agency or office to function effectively.
  • Position designated as Mission Essential in order to perform essential duties defined as critical and essential regardless of weather conditions, emergency situations, or general dismissal.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R. Incumbent must disclose financial affiliations prior to employment and annually thereafter.

Ensuring capabilities are available to support program initiatives; 5. Analyzing factors such as program goals, direction, planning and implementation to measure program effectiveness; and 6. Communicating recommendations for program changes or improvements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOral CommunicationPlanning and EvaluatingStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
