The primary purpose of this position is: to serve as a command headquarters level program analyst to analyze and evaluate complex issues and to develop recommendations on behalf of the Chief Learning Office at HQ AETC.
Duties
Oversees all projects and programs initiated by the Chief Learning Officer. Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Reviews, evaluates, & analyzes DoD Air Force, MAJCOM, Industry, academic planning, research, studies, white papers, military doctrine, operational concepts, AF and AETC goals, and major shifts in military & civilian social trends that impact AETC CLO portfolio.
Maintains supervisor's calendar, coordinates meeting arrangements, and schedules meetings and/or conferences including those involving staff from outside the immediate office. Plans, coordinates, and executes senior leader conferences, Distinguished Visitor visits and travel agendas for the CLO.

- Aircraft maintenance/logistics experience (e.g., crew chief, maintenance personnel) is critical to the successful completion of the
work.
- May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
- Position will be developmental to the target grade of GS-13. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade.
Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Administration and Management Support.
SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes which includes knowledge advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming and budgeting regulations, guidelines, and processes in order to provide oversight and analysis of major programs. Knowledge of program management principles and practices and skill in identifying program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program accomplishments sufficient to plan, implement, and evaluate programs; knowledge of learning programs and policies in order to provide advice, options, and recommendations to senior management on program business and policy development; to effectively better serve the Office's needs; and to adjust to program fluctuations and changes in priorities and funding; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major Chief Learning Office operations, and knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major Chief Learning Office operations.

Knowledge of program management principles and practices and skill in identifying program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program accomplishments sufficient to plan, implement, and evaluate programs; comprehensive knowledge of CLO programs and policies in order to provide advice, options, and recommendations to senior management on program business and policy development; to effectively better serve the Office's needs; and to adjust to program fluctuations and changes in priorities and funding; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major Chief Learning Office operations;, and knowledge of military command, force development and learning structures, missions, programs, and organizational relationships and program goals.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. For GS-12: One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. For GS-13: One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
FOR GS-12 KSA's:
1. Knowledge of basic principles of the classified titled or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers.
FOR GS-13 KSA's:
1. Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes in order to provide oversight and analysis of major programs.
2. Knowledge of program management principles and practices and skill in identifying program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program accomplishments sufficient to plan, implement, and evaluate programs. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports.
3. Knowledge of extensive rules, procedures, or operations applied to secretarial and clerical assignments to perform the procedural and administrative work of the office, such as preparing and editing documents, maintaining files/records, making, and preparing travel arrangements, locating, assembling, and composing information for various reports, inquiries, and nontechnical correspondence.
4. Knowledge of office functions and commitments of supervisor and staff to prepare and review correspondence, to screen telephone calls and visitors, to maintain supervisor's calendar, and to perform other substantive or administrative work of the organization.
5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
6. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
