This position is in the Metering Services (MSM) organization of Customer Support Services (MS), Chief Operating Officer (M), Bonneville Power Administration (BPA). The purpose of this position is to serve as a Public Utilities Specialist (Metering) trainee, accountable for supporting and providing timely and accurate revenue meter data for BPA's internal and external customers and for participating in developing and implementing plans for metering systems enhancements.

Duties

As a Public Utilities Specialist (Metering), you will: Responsible for installation, modification, and validation of all meter profile data. Verify that new meters are functioning properly and coordinate with the Meter Technical Lead, research validation warnings and failures, and works with Field Services, customers and/or Meter Data Analysts to resolve issues. Responsible for retrieval and analysis of meter data collected from BPA customers to validate customer use of Power and Transmission products and services constituting the core basis of revenue to BPA. Analyze and compute best options for estimating the data - using factors such as weather conditions, customer history, recent meter readings, irrigation cycles, etc. - to provide accurate information needed to prepare customer bills and settlements. Review meter profile data to identify reasonableness of loss factors and identify causes of unexplained or unusual readings. Identify and recommend system and process enhancements affecting final billing outcomes.

To be eligible for the Recent Graduate program you must be a: Recent graduate who has completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. -OR Student who within nine months of the closing date of this announcement will meet the education requirements and will graduate with a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. A student may not be appointed to a position until they have graduated. -OR Preference eligible veteran who was precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion." SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-05] in the Federal service. Specialized experience for this position is defined as: 1) experience with collecting and managing data in data management systems, and 2) analyzing data to identify anomalies. You may substitute education for specialized experience as follows: One year of graduate-level education, or superior academic achievement (S.A.A.) gained in a bachelor degree curriculum that is qualifying for the position to be filled (based on class standing, grade-point average, or honor society membership). Less than one year of specialized experience may be combined with completed graduate education. "Experience" refers to paid and unpaid experience. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
