About the Position: Perform as a Management Analyst responsible for physical security plans, procedures, and inspections as well as key control.

Duties

Screens all personnel action requests from subordinate divisions and completes actions not requiring the personal attention of the Director Maintains pertinent employee information and keeps director informed on matters such as retirements, resignations, adverse actions, reassignments or downgrades, high grade vacancies, etc. Participates with the Director and subordinates in planning revisions to personnel ceilings and in the procedures and methods pertaining to budget trends and special studies. Assists supervisors in resolution of manpower problems in such areas as movement of personnel, detail, reassignment, promotion, removal, separation, etc. Conducts management surveys to determine compliance with agency regulation’s, procedures, sound management practices, and effective utilization of staff. Performs continuing analysis, of position utilization throughout the directorate and assists the supervisors in the preparation of classification justification to support mission execution. Collects, analyzes, and develops manpower data for effective administration and personnel management in the directorate. Provides management officials advice on the efficient utilization of directorate personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Experience maintaining files and records; (2) Experience drafting and/or reviewing memorandums, documents, briefs, policies, and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages You will be evaluated on the basis of your level of competency in the following areas: ClericalDecision MakingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
