You will serve as an Administrative/Technical Specialist in the Contract Division of NAVSURFWARCENDLD.
Duties
You will perform duties as the Contracts' Department full performance level (FPL) Business Operations Manager.
You will perform duties of the Government Accounts Manager and provide expert advice with quick detailed responses and objectively based information for making decisions on the administrative and management of procurement systems or policies.
You will perform work as part of a team in: policy and planning; applications software installation; operating systems/network services point of contact, data management; internet services; systems administration; and customer technical support.
You will be responsible for assisting/supporting SeaPort-NXG Correction Actin Reports and serve as one of the CPARS Focal Points.
You will independently manage the IT and office needs of the department utilizing a wide range of computer applications, requirements, sources and procedures in the accomplishment of a variety of assignments and in solving difficult problems.
You will assist with the development of specifications for the internal acquisition of computer hardware and services.
You will review the adequacy of contractor quotes or proposals for desired performance and results and may act as Contracting Officers Representative in monitoring contractor performance.
You will provide recommendations in the form of reports that outline the study methodology and possible alternative solutions that may include developing short- and long-term plans.
You will provide expert advice to leadership on market research and analysis to develop accurate, reliable documentation and solutions that meet the project goals of the Department.
You will serve as the Department's e-Business POC for systems (e.g., Standard Procurement System, eCRAFT, SeaPort-NXG, and PIEE).

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR NT-05 (GS-13/14 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing or evaluating the effectiveness of procurement or purchasing program operations in order to recommend changes or identify areas of improvement of planning or forecasting for an organization related to procurements.
