Duties

WHAT IS THE ONLINE SERVICESDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Online Services The following are the duties of this position at the full working level. Consults with project and program managers to establish and define the overall goals and objectives, prepares short- and long-term action plans and schedules for various phases of a project. Collects, analyzes, and consolidates data and status reports to determine impact on resources, effectiveness, and compliance with established goals and objectives. Prepares required narrative, statistical reports, and recommends necessary corrective measures. Develops, modifies, and provides input to project plans such as the Project Management and Acquisition Financial Management Plans, Cost Analysis and Technical project documentation. Maintains systems to review, control, and report on project status. Monitors projects and coordinates with project stakeholders to adjust work plans, schedules, and assignments for project accomplishment. Analyzes project data and requirements to identify problem areas, assess impact, and formulate solutions. Conducts regular risk assessments and maintains communications on the risks to appropriate levels within the organization. Provides input to project and program managers on mitigating the risks, and ensure risks are properly incorporated into overall project plans and schedules.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 Level: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience using analytical and evaluative methods, both qualitative and quantitative, for assessing program development, measuring and evaluating program compliance and accomplishments, identifying significant program or resource issues, and improving organizational effectiveness and efficiency. Experience preparing program objectives in order to develop long- and short-term program plans, assess resource utilization, initiate or recommend new or revised processes and procedures, and advise and assist leadership in managing diverse and complex programs. Experience using consultative methods and techniques to influence all levels within an organization; work effectively with others and to maintain harmonious relationships with customers and stakeholders. Experience applying Federal contract laws, regulations, and procedures in order to perform and/or participate in all phases of the acquisition process, from requirements definition through contract completion, including but not limited to: requirements definition, acquisition planning, documentation preparation, and contract administration. Typical contract requirements include technical, analytical, advisory and services. Experience applying principles, policies and practices of contract administration consistent with Level 2 Certification sufficient to interpret and monitor established formal contracts, identify problem areas/trends, recommend modifications and/or adjustments to increase efficiency and effectiveness, and to ensure contract terms and conditions are met. Experience applying regulations, policies, and standards such as the ADA (Americans with Disabilities Act), OSHA (Occupational Safety and Health Act), FMR (Federal Management Regulations), and procurement regulations in order to ensure actions, advice and guidance complies with established rules and laws. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
