This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Human Resources Operations Division. The incumbent will be responsible for providing support, advice and assistance to customers regarding performance management, disciplinary/performance-based actions, Family Medical Leave Act, personnel action processing, contract interpretation, implementation of policy and participation in the development and implementation of procedures.
Duties
Research, interpret and apply federal Human Resources (HR) personnel laws, regulations, policies, and practices.
Provides Employee Relations advisory services and drafts legally and technically sufficient communications in the area of performance management, leave programs, and low-level disciplinary actions.
Processes the full range of personnel actions (determining nature of action, authority, remarks, etc.) in an automated system in accordance with the Guide to Processing Personnel Actions.
Review current and proposed policies, procedures, and other guidance and provides input in order to improve effectiveness of HR operations and programs.
Qualifications
At the GS-05, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-04 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in providing information and guidance on completing forms; directing inquiries or routine correspondence to the appropriate office of individual; editing and creating documents; inputting and/or extracting data in an automated personnel\payroll system; processing routine personnel actions; and answering routine HR related inquiries.; OR
B. A bachelor's degree, or four years of education above high school level, in any field from an accredited or pre-accredited college or university.; OR
C. A combination of education and experience as listed above.
At the GS-06, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to preparing HR related forms, correspondence, and reports; using Microsoft Office applications and computerized systems to edit, track, and/or retrieve HR related information; processing personnel related actions and maintaining personnel files; answering customer questions related to employee and labor relations.
At the GS-07, you must meet one of the following qualifications:
One year of specialized experience equivalent to at least the GS-06 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to preparing HR related forms, correspondence, and reports; using Microsoft Office applications and computerized systems to edit, track, and/or retrieve HR related information; processing personnel related actions and maintaining personnel files; researching regulations and procedures related to performance management, disciplinary actions, leave programs, or labor matters, answering customer questions related to employee and labor relations.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
