Duties

Provides technical support in recruitment and placement activities. Ensures appropriate rules and regulations have been followed. Adjudicate Veteran’s preference determinations. Performs a variety of HR support duties such as on-boarding, awards, and pay administration. Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job. Perform miscellaneous clerical work in automated HR systems. Prepare and/or process a full range of personnel actions for employment, change and separation actions covering permanent and temporary employment. Compute and/or verify Service Computation Dates. Make coding determinations regarding tenure, veterans’ preference, nature of action, legal authority, service computation date, appointment limitation, within grade increase, basic pay, and creditable service. Check the accuracy of computer-generated actions. Follow up on due dates for completion of probationary reports. Communicates with employees and managers in the Bureau, both inside and outside the immediate office or related units, as well as applicants, retirees, and/or the general public. Acquire, clarify, or exchange facts or information needed to complete assignments. Plan and coordinate work efforts and resolve issues or operating problems by influencing or persuading people who are working toward mutual goals.

Qualifications

Minimum Qualifications for the 0203 Human Resources Assistant Series at the GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated by the following examples: Processing personnel actions such as new hires, promotions, terminations, awards, adverse actions, reassignments, within grade increased, and other personnel actions in an automated personnel payroll system. Determining legal authorities and nature of action codes for personnel actions. Verifying the accuracy of documents and uploading them into e-OPF. Make tentative job offers and coordinate entry on duty dates with managers. Collect and verify the accuracy of in-processing paperwork such as credit history reports, background investigation documents, direct banking deposits, or state and Federal tax forms. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
