As a Human Resources Specialist (Recruitment) within the Office of Human Capital, Talent Acquisitions, you will serve as a technical expert carrying out a wide range of recruitment activities and managing segments of related programs for organizations within the Office of the Comptroller of the Currency.

Duties

As a Human Resources Specialist (Recruitment), you will: Be responsible for the day-to-day operations, processes, and management of recruitment program segments and serve as a subject matter expert on related recruitment processes. Manage cross functional efforts with business partners to ensure stakeholders have required information for successful campaigns. Develop recruitment strategies for program segments through partnership with the recruitment specialists and human capital management. Work closely with the specialists concerning recruitment strategies to ensure a diverse and highly qualified workforce through effective recruitment planning, sourcing, use of selection instruments, marketing and communication tools. Evaluate efforts to meet agency hiring goals by developing and analyzing statistical and data reports of recruitment and sourcing data. Identify trends based on quantitative and qualitative data to determine areas for improvement and provide follow-up on issue resolution and/or appropriate communication to the businesses with recommendations on process changes. Analyze hiring data and evaluate the impact of recruitment efforts and brief organizational leadership on findings. Manage the recruitment tracking system; evaluate recruitment data; analyze trends, costs, and program segment effectiveness; and make recommendations regarding new and/or revised recruitment policies. Participate in the review and implementation of program assessment tools (such as, the knowledge test, written communication skills, and analytical reasoning tests) through direct work with business partners, contractors, and IO Psychologists. Recommend new proposed activities and provide input regarding changes to recruitment policies and procedures. Monitor, track, and analyze budget expenditures by identifying and recommending solutions to budget issues. Develop long and short-term recruitment strategies for program segments taking into consideration the most current employment and industry trends and developments. Develop and deliver recruitment, screening interview, and selection committee interview training for employees and managers.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level or GS-11 grade level in the Federal service. Examples of specialized experience for this position include: Analyzing data to identify trends in staffing, recruitment, or marketing activities; Recommending improvements to recruitment campaigning and outreach activities; Preparing statistical reports to present recruitment or sourcing data using tools such as Excel, PowerPoint, or Tableau; and Communicating marketing strategies with stakeholders to ensure the accomplishment of recruitment goals or objectives. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
