About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Communications Electronics Command.

Duties

Serves as a Senior Intelligence Specialist and Advisor within the Intelligence Branch on threat matters related to Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) capabilities development. Initiates, interprets, reviews, researches, develops and recommends intelligence and threat data judgments in conformance with Department of Defense and Department of Army directives and regulations. Produces and disseminates assigned C4ISR Validated Online Lifecycle Threat (VOLT) reports and/or other threat products, Coordinates involvement and contributions of national agency counterparts. Participates in Threat Accreditation Working Groups (TAWGs), Threat Steering Groups (TSGs), intelligence coordination meetings.

Requirements

  • Must be able to obtain and maintain a TOP SECRET security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position requires some temporary duty travel (TDY) generally not to exceed 10% of normal duty.
  • This position requires the incumbent obtain the Acquisition Intelligence (ACQ-INT) Credential within their first two years of employment.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.

Specialized experience is defined as experience 1) drafting and revising extensive intelligence reports, briefings or products to be presented to a wide range of stakeholders; 2) collaborating with wide range of stakeholders within the Intelligence community to ensure proper information exchange AND 3) spearheading working group meetings with various stakeholders producing applicable results. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
